R E S O L U T I O N
WHEREAS, pursuant to authority granted by this Lake County Board, the County Engineer heretofore called for sealed bids, by publication, to provide for the purchase and installation of ITS PASSAGE Field Elements, along various routes in Lake County, and designated as Section 17-00268-16-TL; and
WHEREAS, the base bid consists of communication infrastructure on US Route 45, from Illinois Route 60 to Hawley Street including Illinois Department of Transportation (IDOT) intersection improvements within the described limits; and
WHEREAS, in addition to the base bid work described above, the added alternative bidding process was used for bidders to provide costs for including Alternative A, B, C D, and E work, with a total contract award limit of $500,000; and
WHEREAS, added Alternative A consists of IDOT intersection improvements: Hawley Street at Midlothian Road, Hawley Street at Illinois Route 60-83 along with the installation of communication infrastructure between these locations; and
WHEREAS, added Alternative B consists of IDOT intersection improvement: Illinois Route 176 at Midlothian Road; and
WHEREAS, added Alternative C consists of IDOT intersection improvements: Illinois Route 60 at Illinois Route 176, Illinois Route 60 at Illinois Route 83, Illinois Route 60 at Mundelein Crossing; and
WHEREAS, added Alternative D consists of Lake County Division of Transportation (LCDOT) intersection improvement: Buffalo Grove Road at Old Checker Road; and
WHEREAS, added Alternative E consists of IDOT intersection improvement: Illinois Route 60 at Cedar Lake Road; and
WHEREAS, pursuant to said publication and calling for said bids, sealed bids were received and opened on February 20, 2018, at 10:00 A.M., at the LCDOT in Libertyville, Illinois; and
WHEREAS, a tabulation of said bids compared to the total contract award limit of $500,000 resulted in the work to be done consisting of the base bid work and Alternatives A through E work, the combined bid tabulations being as follows:

WHEREAS, the Public Works and Transportation Committee, the County Engineer and the Purchasing Agent have examined each bid, and it appears that the lowest responsible bidder is H & H Electric Company, Franklin Park, Illinois, their bid being $409,254.36 based on estimated quantities and unit prices; and
WHEREAS, this Lake County Board, by prior resolution at its meeting of June 13, 2017, appropriated $600,000 of ¼% Sales Tax for Transportation funds for the purchase and installation of ITS PASSAGE Field Elements, along various routes in Lake County, and designated as Section 17-00268-16-TL.
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that a contract be awarded to said H & H Electric Company, Franklin Park, Illinois, in accordance with their bid of $409,254.36 based on estimated quantities and unit prices and that the Purchasing Agent, the County Clerk, and the County Engineer of Lake County be authorized, and they are hereby directed to enter into a contract with said low bidder to provide for the purchase and installation of ITS PASSAGE Field Elements, along various routes in Lake County and Alternatives A through E, as described above, and designated as Section 17-00268-16-TL.
BE IT FURTHER RESOLVED that in as much as such estimated quantities are the best approximation that can be determined at this time, these quantities may be added to, deducted from, or modified from in the final determination of the contract cost in accordance with Chapter 605 of the Illinois Compiled Statutes, Act 5, Section 5-205.2 without further Board action, providing the final cost chargeable to the funds appropriated does not exceed the appropriation.
