Staff Summary

                     This project includes stabilizing an existing sheet piling wall adjacent to the multi-use path on the north side of Grass Lake Road and is included in the highway improvement program.

                     A total of three bids were received, ranging from $1,180,202.50 to $1,536,199.50, and the lowest responsible bidder is Alliance Contractors, Inc., Woodstock, Illinois, in the amount of $1,180,202.50.

R E S O L U T I O N

 

WHEREAS, pursuant to authority granted by this Lake County Board, the County Engineer heretofore called for sealed bids, by publication, for the repair and stabilization of an existing sheet piling wall adjacent to the multi-use path on the north side of Grass Lake Road, and designated as Section 16-00059-11-BR.

 

WHEREAS, pursuant to said publication calling for said bid, sealed bids were received and opened on February 20, 2018, at 10:00 a.m. at the Lake County Division of Transportation in Libertyville, Illinois; a tabulation of said bids being as follows:

 

Alliance Contractors, Inc.

$1,277,374.02

 

Lorig Construction Company

Des Plaines, Illinois

$1,536,199.50

 

WHEREAS, the Public Works and Transportation Committee, the County Engineer and the Purchasing Agent have examined each bid, and it appears that the lowest responsible bidder is Alliance Contractors, Inc., Woodstock, Illinois, their bid being $1,180,202.50 based on estimated quantities and unit prices; and

 

WHEREAS, this Lake County Board, by prior resolution at its meeting of November 14, 2017, appropriated $1,110,000 of Matching Tax funds for the repair and stabilization of an existing sheet piling wall adjacent to the multi-use path on the north side of Grass Lake Road, and designated as Section 16-00059-11-BR; and

 

WHEREAS, a supplemental appropriation of $85,000 is required.

 

NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that a contract be awarded to said Alliance Contractors, Inc., Woodstock, Illinois, in accordance with their bid of $1,180,202.50, based on estimated quantities and unit prices, and that the Purchasing Agent, the County Clerk, and the County Engineer of Lake County be authorized and they are hereby directed to enter into a contract with said low bidder for the resurfacing repair and stabilization of an existing sheet piling wall adjacent to the multi-use path on the north side of Grass Lake Road, and designated as Section 16-00059-11-BR.

 

BE IT FURTHER RESOLVED that there is hereby appropriated a supplemental amount of $85,000 of Matching Tax funds.

 

BE IT FURTHER RESOLVED that in as much as such estimated quantities are the best approximation that can be determined at this time, these quantities may be added to, deducted from, or modified from in the final determination of the contract cost in accordance with Chapter 605 of the Illinois Compiled Statutes, Act 5, Section 5-205.2 without further Board action, providing the final cost chargeable to the funds appropriated does not exceed the appropriation.
