Joint resolution approving an Intergovernmental Agreement between the City of Lake Forest and the Lake County Planning, Building and Development department, to share inspection and development review services.

 

Staff Summary

                     The City of Lake Forest has a need for periodic “back-up” inspection and plan review staffing at foreseeable times throughout the year (i.e. during planned absences, etc.).

                     The Planning, Building and Development Department has a need for inspection assistance in the southeast Lake County within small sections of isolated unincorporated territory.  The County’s direct inspection of these properties creates route inefficiencies given the significant distance of these properties to other larger unincorporated territories.

                     Lake Forest and Lake County propose to enter an agreement to support each other’s respective service needs when mutually convenient and practical.

                     The cost of assistance provided to each community will be tracked and settled via payment on an annual basis.

RESOLUTION

 

WHEREAS, Lake County (County) and the City of Lake Forest (City) are governmental entities of the State of Illinois vested with the responsibility and authority to enforce and uphold building, fire, and safety codes and other related services in their respective jurisdictions; and

 

WHEREAS, both the County and the City are authorized by the terms and provisions of the Intergovernmental Cooperation Act, 5 ILCS 220/5, to enter into intergovernmental agreements, ventures and undertakings to perform jointly any governmental purpose or undertaking either of them could do singularly; and

 

WHEREAS, the County and the City both provide a wide range of building and development services, including development review and inspections for compliance with local building and construction regulations and related activities; and

 

WHEREAS, in the course of providing building and development services, both the County and the City have found that there is a need for additional assistance at times; and

 

WHEREAS, both the County and the City employ staff that are able to meet the needs of each other; and

 

WHEREAS, in order to supplement staffing needs at both the County and the City from time-to-time when a need exists, the parties seek to utilize each other’s services in providing personnel who can assist in performing the needed work; and 

 

WHEREAS, both the County and the City desire to enter into an agreement to provide services to each other on an as-needed basis, with the terms and conditions as set forth in the Intergovernmental Agreement (attached).

 

NOW THEREFORE, BE IT RESOLVED, by this Lake County Board that this agreement be duly adopted and signed by the County Board Chairman and the Director of the Department of Planning, Building and Development, and attested to by the Clerk of Lake County, and that the City of Lake Forest causes this agreement to be signed by its City Manager and Director of Community Development and attested to by its Clerk all on the day and year hereinafter written.
