* The Lake County HOME Investment Partnership (HOME) Consortium is comprised of Lake County and the Cities of Waukegan and North Chicago; all three jurisdictions receive Community Development Block Grant (CDBG) and HOME funding.
* The Housing and Community Development Commission (HCDC) has recommended for Lake County Board approval the Fifth Amendment to the 2015 Annual Action Plan; Third Amendment to the 2016 Annual Action Plan; and First Amendment to the 2017 Annual Action Plan.

RESOLUTION
WHEREAS, the United States Department of Housing and Urban Development (HUD) requires the submission of an Annual Action Plan and associated amendments to govern the expenditure of federal funding each year; and
WHEREAS, the Lake County Citizen Participation plan requires the execution and approval of an Action Plan Amendment, including a thirty-day public comment period, for any new project or major change in scope of project; and
WHEREAS, the Fifth Amendment to the 2015 Annual Action Plan; the Third Amendment to the 2016 Annual Action Plan; and the First Amendment to the 2017 Annual Action Plan are necessary to implement CDBG and HOME funding decisions recommended by the Housing and Community Development Commission (HCDC) at its meeting on February 14, 2018; and
WHEREAS, the 30-day public comment period has been held without incident from February 9 to March 9, 2018.
NOW THEREFORE BE IT RESOLVED, by the County Board of Lake County, Illinois, this Fifth Amendment to the 2015 Annual Action Plan, Third Amendment to the 2016 Annual Action Plan, and First Amendment to the 2017 Annual Action Plan are hereby approved.
