Joint resolution authorizing a revised agreement of understanding with the State of Illinois, in accordance with 605 ILCS 5/5-402 of the Illinois Compiled Statutes, providing for the expedited processing of the County's construction and maintenance projects administered through the Illinois Department of Transportation (IDOT) under Motor Fuel Tax (MFT) policies and procedures.
Staff Summary
* On January 18, 2013, an Agreement of Understanding with IDOT was executed that allows for the expedited processing of the County's construction and maintenance projects administered under MFT policies and procedures.
* The agreement allows the County Engineer to review and approve certain MFT documents on behalf of IDOT, saving a considerable amount of time for the project schedule.
* In August 2017, Lake County hired a new County Engineer and the agreement needs to be updated to recognize the new County Engineer.

R E S O L U T I O N
WHEREAS, Lake County, by and through its Division of Transportation, presently constructs and maintains highways with funds administered under Motor Fuel Tax (MFT) policies and procedures through the Illinois Department of Transportation (IDOT); and
WHEREAS, 605 ILCS 5/5-402 of the Illinois Compiled Statutes provides for IDOT to approve Agreements of Understanding with counties to ensure that the funds are expended in a manner as prescribed by law, and rules and regulations deemed necessary by IDOT when IDOT finds that the County Engineer's office is adequately organized, staffed, equipped and financed to discharge the duties of IDOT; and
WHEREAS, the Lake County Board, at its meeting of January 14, 1992, authorized the execution of such an Agreement of Understanding between the State of Illinois and Lake County. Such agreement was executed March 3, 1992; and
