Title

Joint resolution authorizing an agreement with Oxcart Permits Systems, LLC (Oxcart), Palatine, Illinois, for collection of truck permit fees required for all overweight and over-dimensioned truck trips in accordance with the Illinois Vehicle Code.

 

Staff Summary

                     In the State of Illinois, truck permits are required for all overweight and over-dimensioned truck trips in accordance with the Illinois Vehicle Code issued by each roadway jurisdiction where applicable.

                     Lake County, along with six Chicago area counties and the City of Chicago, sought assistance from the Chicago Metropolitan Agency for Planning (CMAP) to develop a coordinated effort to streamline the truck permitting process to improve the economic vitality of the region through improved government collaboration.

                     With the CMAP request being a long-term solution, Lake County has an opportunity to assist trucking companies locally through local government collaboration and the use of Oxcart’s web-based solution.

                     Oxcart’s service will provide the convenience of allowing trucking companies 24 hour, seven days a week access to apply for permits and make payments.

                     McHenry, Livingston, and Boone Counties, and the Villages of Barrington, Barrington Hills, Deerfield, Fox River Grove, Vernon Hills, Wheeling, and Winthrop Harbor currently use Oxcart.  Will and DuPage Counties plan to begin using Oxcart later in 2018.  Oxcart will charge the fees required by Lake County, in addition to a service fee, to the applicant with no cost to Lake County.

                     Oxcart fees collected for truck permits will be submitted monthly to the Lake County Division of Transportation.

R E S O L U T I O N

 

WHEREAS, the State of Illinois truck permits are required for all overweight and over-dimensioned truck trips in accordance with the Illinois Vehicle Code issued by each roadway jurisdiction where applicable; and

 

WHEREAS, Lake County, along with six Chicago area counties and the City of Chicago, sought assistance from the Chicago Metropolitan Agency for Planning (CMAP) to develop a coordinated effort to streamline the truck permitting process to improve the economic vitality of the region through improved government collaboration; and 

 

WHEREAS, with the CMAP request being a long-term solution, Lake County has an opportunity to assist trucking companies locally through local government collaboration and the use of Oxcart’s web-based solution; and

 

WHEREAS, Oxcart’s service will provide the convenience of allowing trucking companies 24/7 access to apply for permits and make payments; and

 

WHEREAS, the counties of McHenry, Livingston and Boone and the Villages of Barrington, Barrington Hills, Deerfield, Fox River Grove, Vernon Hills, Wheeling, and Winthrop Harbor currently use Oxcart, with Will County and DuPage County planning to begin using Oxcart later in 2018; and

 

WHEREAS, there is no cost to Lake County for the Oxcart service because Oxcart charges the fees required by Lake County, in addition to a service fee to the applicant; and

 

WHEREAS, Oxcart fees collected for truck permits will be submitted monthly to the Lake County Division of Transportation.

 

NOW, THEREFORE, BE IT RESOLVED by this Lake County Board, that the County Board Chair, the County Clerk, and the County Engineer of Lake County, Illinois, are authorized, and are hereby directed to enter into an agreement, and any subsequent amendments, between Lake County and the Oxcart Permits Systems, LLC, Palatine, Illinois, for collection of truck permit fees required for all overweight and over-dimensioned truck trips in accordance with the Illinois Vehicle Code.

 

BE IT FURTHER RESOLVED that the County Engineer shall transmit, in writing, the final agreement and any amendments to be executed by the County Board Chair and the County Clerk.
