Joint resolution authorizing an agreement with Hampton, Lenzini, and Renwick, Inc., Elgin, Illinois, at a maximum cost of $229,000, to complete a National Bridge Inventory System (NBIS) in-depth inspection of the 38 designated structures in Lake County, appropriating $255,000 of County Bridge Tax funds, and designated as Section 18-00999-50-BI.

 

Staff Summary

                     Starting in 2018, new bridge inspection requirements from the Federal Highway Administration, as administered through the Illinois Department of Transportation (IDOT), require a structural engineer to perform in-depth inspections of certain structures at “arm’s length” every six to eight years, depending on the structure.

                     These inspections are in addition to the biennial inspections currently performed by the Lake County Division of Transportation’s (DOT) non-structural engineering staff.

                     These inspections will include an underwater inspection that is due on the Grass Lake Road Narrows Bridge over the Fox River.

                     A consulting engineering firm is needed to provide said in-depth inspections.  The DOT solicited a proposal from professional engineering firms to complete this work, reviewed proposals, and interviewed three vendors.

                     In accordance with the Local Government Professional Services Selection Act, the selected and recommended consultant is Hampton, Lenzini, and Renwick, Inc., Elgin, Illinois, at a maximum cost of $229,000.

R E S O L U T I O N

 

WHEREAS, new bridge inspection requirements from the Federal Highway Administration, as administered through the Illinois Department of Transportation (IDOT), require a structural engineer to perform in-depth inspections of certain structures at “arm’s length” every six to eight years, depending on the structure; and

 

WHEREAS, these inspections are in addition to the biennial inspections currently performed by the Lake County Division of Transportation’s (LCDOT) non-structural engineering staff; and

 

WHEREAS, these inspections will include an underwater inspection that is due on the Grass Lake Road Narrows Bridge over the Fox River; and

 

WHEREAS, it is advisable that a professional engineering services firm be employed to provide said structural engineering inspections; and

 

WHEREAS, Lake County has selected a professional engineering services firm, Hampton, Lenzini, and Renwick, Inc., Elgin, Illinois, in accordance with the Local Government Professional Services Selection Act, for said engineering services; and

 

WHEREAS, an appropriation of funds is required. 

 

NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that Hampton, Lenzini, and Renwick, Inc., Elgin, Illinois, be employed to provide professional engineering services to complete the NBIS in-depth inspection of the 38 designated structures in Lake County, and that the County Board Chair, the County Clerk and the County Engineer of Lake County are authorized and they are directed to execute, on behalf of Lake County, a contract and any subsequent amendments, a draft of which is attached hereto, for the provision of said professional engineering services between Lake County and Hampton, Lenzini, and Renwick, Inc., Elgin, Illinois, at a maximum cost of $229,000.

 

BE IT FURTHER RESOLVED that the County Engineer shall transmit, in writing, the final agreement, and any subsequent amendments, to be executed by the County Board Chair and the County Clerk.  

 

BE IT FURTHER RESOLVED that there is hereby appropriated $255,000 of County Bridge Tax funds for these engineering services, and designated as Section 18-00999-50-BI.

 

BE IT FURTHER RESOLVED that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further Board action, providing the final contract cost chargeable under the funds appropriated does not exceed the appropriation.
