Joint resolution authorizing two agreements with Pace Suburban Bus Division of the Regional Transportation Authority (RTA) providing terms and conditions for the year of 2018, by which Pace will coordinate operations of, and partially fund, the Ride Lake County West and Ride Lake County Central Coordinated Transportation Services for the expansion of paratransit services to meet the needs of the mobility challenged constituent populations in the Townships of Antioch, Avon, Fremont, Grant, Lake Villa, Libertyville, Shields and Wauconda, also the Villages of Libertyville and Mundelein, and designated as Sections 09-00280-01-ES and 16-00280-04-ES.

 

Staff Summary

                     Beginning in 2009, Lake County entered into yearly agreements with Pace for paratransit services, in support of the Lake County Coordinated Transportation Services Committee (LCCTSC).

                     The County has two agreements with Pace: a subsidy agreement that expired December 31, 2017, and an intergovernmental agreement that expired on December 31, 2017.

                     The two new agreements are for Pace to operate paratransit services for the Ride Lake County West Service (previously Lake County Northwest Demonstration Project) and the Ride Lake County Central Service and for Pace to reimburse the County a portion of the grant’s local match for the Ride Lake County West Service and a portion of service costs for Ride Lake County Central Service in 2018.

                     Pace will provide 25 percent of the local match to the grant funds, up to $100,000, for the Ride Lake County West Service, and $6,096 for the Ride Lake County Central Service.

                     This resolution authorizes the two new agreements and has a termination date of December 31, 2018.

R E S O L U T I O N

 

WHEREAS, this Lake County Board, at its meeting of November 14, 2006, adopted a resolution in support of the Lake County Coordinated Transportation Services Committee (LCCTSC) goal to develop a borderless paratransit system service in Lake County to meet the needs of the mobility challenged constituent population; and

 

WHEREAS, the County has two agreements with Pace: a subsidy agreement that expired December 31, 2017, and an intergovernmental agreement that expired on December 31, 2017; and.

 

WHEREAS, Lake County and Pace Suburban Bus Division of the RTA are desirous of entering into two new Pace agreements to enable Pace to continue the coordination of all operations of the Ride Lake County West Service (previously Lake County Northwest Demonstration Project) in the Townships of Antioch, Avon, Fremont, Grant, Lake Villa, and Wauconda and the Ride Lake County Central Service in the Townships of Fremont, Libertyville, Shields and also the Villages of Libertyville and Mundelein; and

 

WHEREAS, these agreements call for Pace to provide 25 percent of the local match to the grant funds in 2018 up to $100,000 for the Ride Lake County West Service (previously Lake County Northwest Demonstration Project) and $6,096 for Ride Lake County Central Service, draft copies of said two agreements are attached hereto.

 

NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that the County Engineer of Lake County is authorized and directed to execute the agreements, and any subsequent amendments, between Lake County and Pace Suburban Bus Division of the RTA pertaining to the Ride Lake County West Service (previously Lake County Northwest Demonstration Project) and the Ride Lake County Central Service in the Townships of Antioch, Avon, Fremont, Grant, Lake Villa, Libertyville, Shields and Wauconda, also the Villages of Libertyville and Mundelein for the year of 2018.
