Staff Summary
* Lake County Division of Transportation completed the Rollins Road Gateway Project in 2016.
* Upon completion of construction, the highway design engineers determined that a sight distance deficiency had been created by the realignment of Haynesville Road at Clarendon Drive.
* The site distance deficiency was determined to be a potential hazard to motorists.
* There is a need to acquire a sight distance easement at the intersection of Hainesville Road at Clarendon Drive in the Village of Round Lake Beach with condemnation authority.
* Creating a site distance easement will allow the County to specify limitations on landscaping and structures to ensure visibility.

R E S O L U T I O N

WHEREAS, the Lake County Division of Transportation undertook construction of the Rollins Gateway Project in the Village of Round Lake Beach to enhance the free flow of traffic and improve safety for businesses, residents and the travelling public; and

WHEREAS, the improvement encompassed the intersections of Rollins Road with Route 83 and the Wisconsin Central Railroad, as well as the realignment of Hainesville Road, from Rollins Road to south of Clarendon Drive; and

WHEREAS, construction of the project was completed in 2016; and

WHEREAS, upon completion of construction, the highway design engineers determined that a sight distance deficiency had been created by the realignment of Hainesville Road at Clarendon Drive; and

WHEREAS, said sight distance deficiency was determined to be a potential hazard to residents and motorists at this location per Illinois Department of Transportation sight distance guidelines; and

WHEREAS, consulting engineers for the Division of Transportation determined that a Sight Distance Easement should be acquired from property designated by pin number 06-16-409-...
