Staff Summary
• The 2009/2010 Non-Motorized Travel Study identified priority gaps for pedestrian facilities along County Highways.
• A pedestrian facility adjacent to Aptakisic Road, crossing the Wisconsin Central Railroad, will be constructed and will connect the existing pedestrian facilities that are located on both sides of the railroad.
• An agreement with the Wisconsin Central Railroad Limited is required to reconstruct the railroad crossing and install pedestrian signals.
• This work is being completed as advanced work in connection with the Weiland Road reconstruction project.

R E S O L U T I O N
WHEREAS, non-motorized travel on the County highway system affects the safety and welfare of the motoring public; and
WHEREAS, non-motorized travel on the County highway system is increasing as the county becomes more urbanized; and
WHEREAS, Aptakisic Road, County Highway 33, is a designated route on the County highway system; and
WHEREAS, the 2009/2010 Non-Motorized Travel Study identified this location as a construction priority gap; and
WHEREAS, Lake County and the Wisconsin Central Railroad Limited are desirous of entering into an agreement stating the terms and conditions for the reconstruction of a railroad crossing and installation of pedestrian signals followed by the construction of a concrete sidewalk, embankment, landscaping and other related items along Aptakisic Road in the Village of Buffalo Grove, a draft copy attached hereto; and
WHEREAS, an appropriation of funds is required.
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that the County Board Chair, the County Clerk, and the County Engineer of Lake County, be authorized, and they are hereby directed to execute an agreement, and any subsequent amendments thereto, with the Wisconsin Central Railroad Limited, stating the terms and conditions for the reconstruction of a railroad crossing and installation of pedestrian signals followed by the construction of a concrete sidewalk, embankment, landscaping and other related items along Aptakisic Road in the Village of Buffalo Grove.
BE IT FURTHER RESOLVED that the County Engineer shall transmit, in writing, the final agreement, and any subsequent amendments, to be executed by the County Board Chair and the County Clerk.
BE IT FURTHER RESOLVED, that $620,000 of ¼% Sales Tax for Transportation funds are hereby appropriated for the reconstruction of a railroad crossing, installation of pedestrian signals, construction of a concrete sidewalk, embankment, landscaping and other related items along Aptakisic Road in the Village of Buffalo Grove, and designated as Section 12-00088-20-RR.
