Joint resolution accepting the Lake County grant and program income and authorizing an emergency appropriation in the amount of $258,605 for the Health Resources and Services Administration (HRSA) Access Increases in Mental Health and Substance Abuse Services (AIMS).
Staff Summary
* The $258,605 Lake County grant and program income will be used to fund an increase in mental health and substance abuse services.
* The funding will allow additional staff hours for an Advanced Practice Nurse, a full-time Licensed Clinical Social Worker, a part-time Medical Assistant, a part-time Call Center Clerk, part-time Clerk/Translator and part-time Driver as well as one-time IT investment improvements for module development specifically for substance abuse and behavioral health.
* The grant and program income funding was not previously appropriated because the grant resources were secured after the County's adoption of the FY17 budget.

RESOLUTION
WHEREAS, the Lake County Health Department and Community Health Center has received a grant and program income increase delivered by our Clinical Operations Unit; and
WHEREAS, these dollars will provide a legitimate increase in services to Lake County with no impact on local taxes; and
WHEREAS, this grant and program income amount totaling $258,605 has not been previously appropriated, having been awarded after adoption of the Fiscal Year 2017 budget; and
WHEREAS, the proposed appropriation will be fully offset by the above referenced items thereby not requiring the expenditure of local tax revenue.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that an emergency appropriation in the amount of $258,605 is hereby authorized in the Health Department budget as identified on the listing of expense and revenue budget modifications attached hereto and made part hereof; and
