Health Resources and Services Administration (HRSA) Access Increases in Mental Health and Substance Abuse Services (AIMS) Grant Approval - Dorn

Body

The Health Resources and Services Administration (HRSA) has awarded the Lake County Health Department and Community Health Center (LCHD/CHC) a grant in the amount of $175,700.  The project will fund an increase in behavioral health and substance abuse services including:  ten additional salary hours for an Advanced Practice Nurse (APN) to be dedicated to medication-assisted treatment (MAT) services (an existing provider will add the MAT hours and a new individual will be hired to provide ten general medical hours so there is no loss of clinic time); one additional full-time Licensed Clinical Social Worker for the integrated behavioral health team; and a one-time investment supporting health IT improvements specific to substance abuse and behavioral health.  Specifically, this one-time investment will support behavioral health module development with the agency’s new host provider (eMedApps).  The initial budget period is September 1, 2017-August 31, 2018 with an opportunity for carryover into the next grant year.  Of the $175,700 in grant funding, $90,500 is one-time funding and $85,200 is anticipated annual funding.

In addition to the grant award, LCHD/CHC anticipates program income from new visits delivered by AIMS-funded staff to be $82,905.  Together the total appropriation request is for $258,605.  Program income will be used to fund supportive positions including a part-time Medical Assistant, part-time Call Center Clerk, part-time Clerk/Translator and a part-time driver.  Program income will also support the purchase of medical supplies and computers for new staff.

Suggested Motion
