                     2018 Patrol I, Traffic Signal Maintenance and Electrical: Contract Award.

                     Patrol I maintenance activities are paid out of the Motor Fuel Tax fund, and include maintenance and electrical service of the County’s traffic control signals, street lights, other field equipment, and field elements of Lake County PASSAGE.

                     This is a shared service item, with existing agreements with the Village of Deer Park, Village of Gurnee, City of Highwood, City of Highland Park, and the Illinois Department of Transportation for the inclusion of certain traffic signals within their jurisdiction in the County’s traffic signal maintenance contract for reimbursement to the County for their share.

                     A total of two bids were received, ranging from $808,908.13 to $852,785.17, and the lowest responsible bidder is H & H Electric Company, Franklin Park, Illinois, with a contract amount of $808,908.13.

R E S O L U T I O N

 

WHEREAS, pursuant to authority granted by this Lake County Board, the County Engineer heretofore called for sealed bids, by publication, for the 2018 traffic signal maintenance for the period from December 1, 2017, to November 30, 2018, and designated as Section 18-00000-01-GM; and

 

WHEREAS, pursuant to said publication and calling for said bids, sealed bids were received and opened on August 15, 2017, at 10:00 AM at the Lake County Division of Transportation in Libertyville, Illinois, a tabulation of said bids being as follows:

 

H & H Electric Company

Franklin Park, Illinois

$808,908.13

 

Meade Electric Company

McCook, Illinois

$852,785.17

 

WHEREAS, the Public Works and Transportation Committee, the County Engineer and the Purchasing Agent have examined each bid, and it appears that the lowest responsible bidder is H & H Electric Company, Franklin Park, Illinois, their bid being $808,908.13 based on estimated quantities and unit prices; and

 

WHEREAS, this Lake County Board, by prior resolution at its meeting of July 11, 2017, appropriated $1,470,000 of Motor Fuel Tax funds for the contract maintenance services and appropriated $75,000 of Motor Fuel Tax funds for the electrical service.

 

NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that a contract be awarded to said H & H Electric Company, Franklin Park, Illinois, in accordance with their bid of $808,908.13 based on estimated quantities and unit prices and that the Purchasing Agent, the County Clerk, and the County Engineer of Lake County be authorized and they are hereby directed to enter into a contract with said low bidder for the 2018 traffic signal maintenance for the period from December 1, 2017, to November 30, 2018, and designated as Section 18-00000-01-GM.

 

BE IT FURTHER RESOLVED, that only those operations as listed and described on the approved Estimate of Maintenance Costs, including supplemental or revised estimates approved in connection with this resolution, are eligible for maintenance with Motor Fuel Tax funds during the period as specified above.

 

BE IT FURTHER RESOLVED, that the County Engineer of Lake County shall submit within three months after the end of the maintenance period as stated above, to the Department of Transportation, on forms available from the Department, a certified statement showing expenditures and the balances remaining in the funds authorized for expenditure by the Department under the appropriation.

 

BE IT FURTHER RESOLVED, that the Clerk is hereby directed to transmit four certified originals of this resolution to the district office of the Department of Transportation.

 

BE IT FURTHER RESOLVED, that in as much as such estimated quantities are the best approximation that can be determined at this time, these quantities may be added to, deducted from, or modified from in the final determination of the contract cost in accordance with Chapter 605 of the Illinois Compiled Statutes, Act 5, Section 5-205.2 without further Board action, providing the final cost chargeable to the funds appropriated does not exceed the appropriations provided.

 

BE IT FURTHER RESOLVED, that this award be processed by the County Engineer for final approval of the Illinois Department of Transportation in accordance with the “Agreement of Understanding” between the Illinois Department of Transportation and Lake County, dated January 18, 2013.
