Joint resolution authorizing the application, award and the renewal of an interagency agreement with the Children’s Advocacy Centers of Illinois (CACI) to provide federal funding of $224,706.60 for the Children’s Advocacy Center Victim Advocacy Services grant for 12 months and an emergency appropriation of $140,288.25 for an increase in grant funding of $112,230.60 and match funds of $28,057.65 for program costs and an additional Victim Advocate position.

 

Staff Summary

                     In 1999 the Children’s Advocacy Center implemented two victim advocate grants, which have been renewed each year, to supplement funding for two victim advocates, one being bilingual. In 2016, both grant programs were combined into one contract. In 2017, the funding period changed to State fiscal year 2018: July 1, 2017 through June 30, 2018.

                     This grant is for the period of July 1, 2017 through June 30, 2018 and funds a portion of the salary and benefits for the two previously funded advocates, plus one new advocate, housed at the Lake County Children’s Advocacy Center along with additional program costs.

                     The victim advocates provide comprehensive, supportive services to child victims and their non-offending family members, throughout the court process.

                     Program goals include providing advocacy services for child victims of abuse and their non-offending family members, preventing re-victimization of children through education, providing emotional support and maintaining the current staff of victim advocates in order to provide efficient services to abused children.

                     Sources of funding include federal funds in the amount of $224,706.60 ($38,392.36 for the bilingual program and $87,600 plus $98,714.24 for the other victim advocate programs) and matching funds in the amount of $56,176.65 ($20,627.89 for the bilingual program and $4,978.76 plus $30,570 for the other victim coordinator programs), which is provided by the Children’s Advocacy Center, for salary, benefits and other program costs such as training and supplies.

                     The Children’s Advocacy Center provides the required match and any additional salary or benefit costs by reimbursing the State’s Attorney’s Office. No County funding is required for this programming.

RESOLUTION

 

WHEREAS, the Children’s Advocacy Centers of Illinois (CACI) has announced a 12-month continuation of a Victims of Crime Act (VOCA) grant for the Children’s Advocacy Center program to provide advocacy services to child victims of crimes during the period July 1, 2017, through June 30, 2018; and

 

WHEREAS, the grant budget for salary and fringe for two advocate positions is already included in the State’s Attorney’s budget, and is comprised of $112,476 in federal funds awarded, and $28,119 of matching funds already appropriated in the State’s Attorney’s budget which will be reimbursed by the Children’s Advocacy Center; and

 

WHEREAS, an emergency appropriation in the amount of $140,288.25 is necessary to include in the State’s Attorney’s budget grant funding of $112,230.60 and match funds of $28,057.65 for program costs and an additional Victim Advocate position which will be reimbursed by the Children’s Advocacy Center; and

 

WHEREAS, the State’s Attorneys’ Office recommends that the Chairman of the County Board, the State’s Attorney, and the Treasurer be authorized to execute the necessary documents to accept the grant renewal.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Program Agreement with the CACI for the State’s Attorney’s Children’s Advocacy Center program to provide advocacy services to child victims of crime, for the period of July 1, 2017, through June 30, 2018, is hereby accepted; and

 

BE IT FURTHER RESOLVED, the grant program expenses of $112,476 in federal funds and $28,119 of matching are already included in the State’s Attorney’s budget; and

 

BE IT FURTHER RESOLVED, an emergency appropriation in the amount of $140,288.25, comprised of $112,230.60 in federal funds and $28,057.65 of matching funds is approved; and

 

BE IT FURTHER RESOLVED, that $224,706.60 in federal funds will be deposited into account 101-3302010-45334, and the Children’s Advocacy Center reimbursement will be deposited into account 101-3302010-45020; and

 

BE IT FURTHER RESOLVED, that the State’s Attorney shall serve as project director for the program, and accurate records of all necessary grant compliance requirements shall be kept by the State’s Attorney Office; and

 

BE IT FURTHER RESOLVED, that the Chairman of the Board, the Lake County State’s Attorney, and Lake County Treasurer are hereby authorized to execute the necessary documentation to accept the grant renewal.
