Resolution authorizing a contract in an amount not to exceed $190,010 with APPIN Associates, Gurnee, Illinois, to provide engineering services for the building automation systems (BAS) for fiscal year (FY) 2017 projects.

Staff Summary
* Since 2006, the Facilities Operations Division has been upgrading the BAS for County facilities.
* There is a need for engineering for the network controls to ensure all new installations meet the County's Building Automation and Control Network (BACNet).
* In accordance with the Lake County Purchasing Ordinance, a statement of interest was issued for BACnet for building automation consulting services and responses from two firms were received on February 27, 2014.
* APPIN Associates, Gurnee, Illinois, was selected as the most qualified firm in 2014, to provide professional engineering services related to the design of building automation for the various facility operations assessment projects.
* Eight projects have been identified with a total cost of $2,500,000, as part of the budgeted and carryover facilities assessment identified in as part of the budgeted and carry-over facility assessment in the FY 2017 Corporate Capital Improvement Program.
* In accordance with 50 ILCS 510/ Local Government Professional Services Selection Act, the selected and recommended firm is APPIN Associates, Gurnee, Illinois, with an amount not to exceed $190,010.

RESOLUTION

WHEREAS, since 2006, the Facilities Operations Division has been upgrading building automation systems (BAS) for County facilities; and

WHEREAS, there is a need to maintain an ongoing contract with an engineering firm to perform mechanical engineering tasks to implement networked controls for mechanical equipment and other devices to connect equipment to the Building Automation and Control Networks (BACnet) for building automation consulting services BAS wherever possible within the Waukegan campus complex; and
