Staff Summary
• Family First, a Waukegan-based non-profit, was awarded $90,750 in Program Year 2015 Community Development Block Grant (CDBG) funds for the installation of an elevator in its facility located at 202 S. Genesee Street.
• The contractor hired by Family First, Gregory Enterprises, subcontracted with Schindler Elevator Corporation. Two significant errors were made by these entities resulting in delay in full payment and delivery of the elevator, resulting in a $7,000 cost increase for elevator storage fees.
• At the June 1, 2017 meeting of the Housing & Community Development Commission (HCDC), it was recommended that the Lake County Board approve a grant increase of $7,000 from $90,750 to $97,750 under the condition that the contractor, Gregory Enterprises, has fulfilled its financial obligations and completed all work necessary for the installation. The additional $7,000 of CDBG 2015 funds are available due to under-spending by another 2015 grantee, the Little City Foundation, on a housing rehabilitation project.

RESOLUTION
WHEREAS, the U.S. Department of Housing and Urban Development (HUD) grants Lake County an annual entitlement of Community Development Block Grant (CDBG) funds; and
WHEREAS, the amount of $7,000 of 2015 CDBG funds are unspent by the Little City Foundation on its 2015 CDBG housing rehabilitation project; and
WHEREAS, the amount of $7,000 of 2015 CDBG funds has been additionally requested by Family First to cover unanticipated costs of elevator storage fees charged by Schindler Corporation and such additional funds are required for installation of the elevator that is subject to an initial CDBG 2015 allocation of $90,750; and
WHEREAS, the Housing and Community Development Commission (HCDC) at its June 1, 2017 meeting recommended that the Lake County Board increase CDBG 2015 grant to Family First by $7,000 on the condition that several project requirements were met and those requirements have been met.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the 2015 CDBG grant to Family First shall be increased from $90,750 to $97,750 using 2015 CDBG funds unused by the Little City Foundation.
