LCHD/CHC is seeking a qualified supplier to provide a solution for a Safety and Incident Management System. A legal notice was published in The News Sun soliciting Requests for Proposals (RFP 17040). The RFP was also posted to the LCHD/CHC website and thirty-seven suppliers registered to view the RFP. Sealed proposals were received from eight suppliers and opened in the Materials Management office on March 28, 2017.

LCHD/CHC needs a Safety and Incident Management System to meet the diverse health and safety business needs. The current decentralized system is dependent on manual processing and routing of paper and electronic documents. The intent is to provide a system encouraging timely, accurate reporting of incidents and behavior-based observations. The tool should provide real-time visibility into leading and lagging indicators for health and safety activities. These activities support requirements to provide best-practice care and services, many of which are defined by The Joint Commission, OSHA, and the Public Health Accreditation Board, to name a few of the primary governing organizations. The safety programs center around the environment of care, infection control, medication management, and employee and patient safety. The chosen system also must provide data to inform decisions by management personnel affecting daily operations and quality improvement.

An evaluation committee comprised of LCHD/CHC staff reviewed and evaluated the proposals and interviewed three suppliers. Based on the evaluation criteria within the RFP, the review team determined that Clarity Group's response to be the preferred submittal to best meet the needs of the LCHD/CHC. Based on Clarity's response for implementation and year one services, the total estimated first year amount equals $43,000.
