R E S O L U T I O N
WHEREAS, the Northern Lake County Lake Michigan Water Planning Group (NLCLMWPG) is comprised of the Villages of Lake Villa and Lindenhurst and Lake County; and
WHEREAS, this consortium was established as a planning group for the purposeful intent to provide Lake Michigan water to its various communities; and
WHEREAS, each community has contributed initial monies totaling $238,360 to fund all planning activities associated with executing the group’s purpose; and
WHEREAS, the Lake County Public Works (LCPW) department functions as the repository of the group’s monies and executor of its fiscal transactions; and
WHEREAS, all revenue and expense budget and transactions were historically incurred within the Public Works operational Fund 610; and
WHEREAS, in February 2016, an exclusive Fund 620 was established within the LCPW department for transparency and tracking of all fiscal transactions associated with the NLCLMWPG; and
WHEREAS, the NLCLMWPG group approves its annual budget in alignment with a municipal budget cycle from May through April, and approved its 2016-17 budget in the amount of $120,475 on May 19, 2016; and
WHEREAS, a total of $65,000 was appropriated into LCPW’s FY 2017 (December 2016 through November 2017) budget for the group’s May 1, 2016 through April 30, 2017 planned expenses, $55,475 less than the group’s approved budget for the same time period; and
WHEREAS, accumulated expenses for services provided, to date, have exceeded $65,000 and an emergency appropriation of $55,475 is needed to cover the remaining outstanding expenses and true up the group’s operational budget as approved for the activity period.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois that an emergency appropriation in the amount of $55,475 for the Northern Lake County Lake Michigan Water Planning group by way of the Lake County Public Works Department is hereby authorized within the Public Works Fund 620 FY 2017 budget; and
BE IT FURTHER RESOLVED, that these funds be utilized to cover expenses for services during the May 2016 through April 2017 activity period.
