This resolution would authorize the County Board Chairman/CEO to execute the necessary documents to submit to Illinois Department of Commerce.

RESOLUTION
WHEREAS, the Workforce Innovation and Opportunity Act (WIOA) requires that the Workforce Development Board in partnership with the CEO develops and approves WIOA compliance plans in order for Lake County, as the local workforce development area, to receive annual WIOA federal funding allocations, as distributed by the Illinois Department of Commerce; and
WHEREAS, Lake County has been designated as a local workforce development area by the State of Illinois; and
WHEREAS, Lake County is required to submit WIOA compliance plans including a Workforce Development WIOA Four-Year Local Plan; and
WHEREAS, in collaboration with other workforce areas encompassing the Northeast Economic Development Region (including Cook, DeKalb, DuPage, Grundy, Kane, Kankakee, Kendall, McHenry and Will counties) as designated by the State of Illinois; Lake County Workforce Development Board is required to participate in development of a Northeast Economic Development Region WIOA Plan; and
WHEREAS, the Lake County Workforce Development Board directed development of the required WIOA compliance plans incorporating policy guidance from the Illinois Department of Commerce; and
WHEREAS, the Lake County Workforce Development Board has reviewed and approved the Workforce Development WIOA Four-Year Local Plan and the Economic Development Region WIOA Plan; and
WHEREAS, submission of these workforce compliance plans requires the approval and signature of the Lake County Board Chairman, as Chief Elected Official (CEO) for the local workforce area, and:
WHEREAS, information on the Workforce Development WIOA Four-Year Local Plan and the Northeast Economic Development Region WIOA Plan was provided to the Health and Community Services Committee at its May 2, 2017 meeting.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Workforce Development WIOA Four-Year Local Plan and the Northeast Economic Development Region WIOA Plan are hereby approved; and
NOW, THEREFORE BE IT FURTHER RESOLVED, that the Chairman of the Lake County Board as CEO for the local workforce development area is hereby authorized to execute the necessary documents for submission of the WIOA compliance plans to the Illinois Department of Commerce.
