Staff Summary
• The $65,937 Illinois Department of Public Health grant will help to fund the Public Health Emergency Preparedness Grant that will be used to purchase medication for Lake County’s emergency stockpile, provide training supplies and help maintain emergency management equipment.
• The $65,937 in additional grant funding has not been previously appropriated because the grant resources were secured after the County’s adoption of the FY17 budget.
• The grant award will be for the period July 1, 2016 through June 30, 2017.
• The $65,937 in grant money will assist the Lake County Health Department and Community Health Center in securing stockpile antibiotics like Ciprofloxacin (CIPRO) and Doxycycline (Doxy), as well as paying for maintenance on emergency management equipment like the Identisys ID machine to provide identification for employees, volunteers, consultants during an exercise or actual event.

RESOLUTION
WHEREAS, the Lake County Health Department and Community Health Center has received a grant increase delivered by our Prevention Business Areas; and
WHEREAS, these dollars will provide a legitimate increase in services to Lake County with no impact on local taxes; and
WHEREAS, this grant amount totaling $65,937 has not been previously appropriated, having been awarded after adoption of the Fiscal Year 2017 budget; and
WHEREAS, the proposed appropriation will be fully offset by the above referenced items thereby not requiring the expenditure of local tax revenue.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that an emergency appropriation in the amount of $65,937 is hereby authorized in the Health Department budget as identified on the listing of expense and revenue budget modifications attached hereto and made part hereof; and
BE IT FURTHER RESOLVED, that the revenue budgets as identified on the attached listing be modified as provided by increased funding from the following:
Illinois Department of Public Health - Public Health Emergency Preparedness, $65,937.
