Joint resolution authorizing a contract with Taser International, Scottsdale, Arizona, for the purchase of body-worn cameras for the Lake County Sheriff’s Office in the amount of $263,348.78 and the commitment to fully-fund the implementation of the Sheriff’s Office Body-Worn Camera Program.
Staff Summary
• The Sheriff’s Office was awarded a Department of Justice grant in the amount of $73,000 for the implementation of a pilot Body-Worn Camera Program.
• Recordings from the body-worn cameras will enhance transparency and will be instrumental in criminal prosecution and protection of false accusations.
• The Sheriff’s Office authored a body-worn camera policy that meets Illinois State Statutes regarding body-worn cameras, digital media evidence (videos) storage and video redaction requirements. The policy also meets County risk management concerns and was reviewed and approved by the Department of Justice, as required by the Body-Worn Camera grant.
• The County Board approved $250,000 in fiscal year (FY) 2016 as part of a New Program Request, with a $73,000 grant, for a total of $323,000, as seed money to allow time for staff to create a policy and calculate expenses. A request to carry over these funds into FY 2017 is also being considered.
• The FY2017 total program cost to purchase and operate the Body-Worn Camera Program is $310,726.85 and includes the purchase of the cameras, digital media evidence secured cloud storage and redaction software. It also includes the installation of two additional data lines at the Highway facility to upload evidence to the cloud, the additional hardware to install the required camera docking stations, and the creation of two part-time Freedom of Information Act (FOIA) Clerk positions to respond to the anticipated increase in FOIA requests expected upon program implementation.
• The Sheriff’s Office reviewed, tested and analyzed three different brands of body-worn cameras. The analysis determined that Taser International, Scottsdale, Arizona met all the Lake County Sheriff’s Office requirements.
• The Sheriff’s Office Information Technology (IT) worked with Central IT and determined that the two additional stand-alone data lines for the Highway facility are needed to meet the cameras’ uploading requirements.
• Taser International is identified as a national cooperative purchasing contractor through the National Purchasing Partners (NPP) to procure the body-worn cameras at a contract price that was competitively solicited and awarded.
• Pursuant to Article 10-101 of the Lake County Purchasing Ordinance, Cooperative Purchasing, Lake County may participate in a cooperative purchasing agreement for the procurement of goods with one or more public procurement units in accordance with an agreement entered into between the participants.

RESOLUTION
WHEREAS, The Sheriff’s Office is committed to protecting the safety and welfare of the public as well as its members; and
WHEREAS, Recordings from the Body-Worn Cameras can provide members with an invaluable instrument to enhance criminal prosecution or protect members from false accusations and provide enhanced transparency to the community we serve; and
WHEREAS, the Sheriff’s Office has authored a Body-Worn Camera Policy that meets Illinois State Statues regarding body-worn camera, digital media evidence (videos) storage and video redaction requirements and meets County risk management concerns and was reviewed and approved by the Department of Justice as required by our Body-Worn Camera grant.
WHEREAS, Funding for the project was previously approved by the County Board through a fiscal year (FY) 2016 New Program Request at a total $250,000 and an emergency procurement in the amount of $73,0000 for the Department of Justice Body-Worn Camera Program, which will carry over into FY2017; and
WHEREAS, the total program cost in FY2017 will be $310,726.85 and includes the following:

WHEREAS, Pursuant to Article 10-101 of the Lake County Purchasing Ordinance, Cooperative Purchasing, Lake County may participate in a cooperative purchasing agreement for the procurement of goods with one or more public procurement units in accordance with an agreement entered into between the participants.
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that the Purchasing Agent is authorized to enter into a contract with Taser International of Scottsdale, Arizona, for the purchase of Body-Worn Cameras for the Lake County Sheriff’s Office in the amount of $263,348.78, charged to account # 101-1102050-84045-000-000-000-11030.
