2017 Budgeted Vehicle Purchase - Nordstrom

The Lake County Health Department and Community Health Center (LCHD/CHC) desires to purchase twelve (12) vehicles that were budgeted for fiscal year 2017 and one (1) vehicle, new to the fleet, to be purchased with SAMHSA Primary and Behavioral Health Care Integration (PBHCI) grant dollars for a total of thirteen (13) vehicles, as follows: 

 

4 each:                     Vehicle #1 - 2017 Ford Focus S Sedan - (3) for Prevention Administration located at the Central Permit Facility and (1) for Prevention Tuberculosis Program

 

3 each:                     Vehicle #2 - 2017 Ford Escape S - (2) for Prevention Administration located at the Central Permit Facility and (1) for Prevention Ecological Services program.

 

1 each:                     Vehicle #3 - 2017 Ford Super Duty Pick-Up F250 for Business Operations Facilities program.

 

2 each:                     Vehicle #4 - 2017 Ford Transit Wagon T150, 8-passenger - (1) for Clinical Operations, Child and Adolescent Behavioral Services (CABS) program and (1) for Clinical Operations Community Support Services (CSS) and Case Management (CM) programs.

 

1 each:                     Vehicle #5 - 2017 Ford Transit Wagon T350, 15-passenger, for Clinical Operations, Mental Health Outpatient program.  New to fleet, to be purchased with grant funding.

 

1 each:                     Vehicle #6 - 2017 Ford Transit Van T150 for Prevention Animal Care and Control program.

 

1 each:                     Vehicle #7 - 2017 Ford Transit Van T150 for Business Operations Facilities program.

 

                     A legal notice was published in the Lake County News Sun soliciting sealed Bids for all vehicles listed above.

                     The bid was posted to the Lake County external Purchasing website and subsequently, email notifications were sent to registered suppliers.

                     Sealed Bids were received from three (3) suppliers and opened publicly.

                     The total cost to purchase all thirteen (13) vehicles is $292,031.00. This total is below the amount budgeted for vehicles in FY2017.

                     Clinical Operations (CO) vehicles are purchased using the County’s budget and CO leases the vehicles from the County for a six-year lease term.

                     This recommendation reflects awards to suppliers which will provide the lowest price for each individual vehicle. The supplier with the overall lowest proposal requested to withdraw the proposal due to errors in the calculations to which they stated they could not commit. That supplier is not included in the recommended award.

 

Suggested Motion

To approve the purchases for the budgeted and grant funded vehicles to the following supplier(s) and to authorize the Executive Director or authorized designee to execute the necessary documents:

Second Low Bidder (V1, V3, V4, V6) - Highland Park Ford Lincoln

1 each Ford Focus S in the total amount of $16,539.00 budgeted for account number 210-4028010-83010.

 

3 each Ford Focus S in the total amount of $49,617.00 budgeted for account number 210-4035050-83010.

 

1 each Ford Super Duty F2150 in the total amount of $28,174.00 budgeted for account number 210-401100-83010.

 

2 each Ford Transit Wagon, 8-passenger in the total amount of $55,066.00 budgeted for account number 101-1102050-83010.

 

1 each Ford Transit Van T150 in the total amount of $25,838.00 budgeted for account number 210-4034030-83010.

 

Second Low Bidder (V2, V5, V7) - Kunes Country Ford of Antioch Illinois

3 each Ford Escape S in the total amount of $61,527.00 budgeted for account number 210-4025050-83010.

 

1 each Ford Transit Wagon T350, 15-passenger in the total amount of $31,098.50 purchased with grant dollars 210-4041095-83010; Project 103213, Task 1, Award 402175.
