Joint resolution authorizing an agreement for engineering consultant services with Gewalt Hamilton Associates, Inc., Vernon Hills, Illinois, for Phase II design engineering services for the resurfacing of Fairfield Road, from Lake Villa Township Line south to Illinois Route 134, at a maximum cost of $87,818.38, appropriating $110,000 of Matching Tax funds, and designated as Section 17-00104-09-RS.

 

Staff Summary

                     Fairfield Road Resurfacing Phase II: Consultant Agreement and Appropriation.

                     Fairfield Road is in need of resurfacing.

                     This resurfacing improvement has been identified within the County’s pavement management system, and is included in the Highway Improvement Program.

                     An engineering consultant firm will be used for the Phase II design engineering for this improvement.

                     In accordance with the Local Government Professional Services Selection Act, the recommended firm is Gewalt Hamilton Associates, Inc., Vernon Hills, Illinois.

                     This resolution authorizes the execution of a professional services agreement with Gewalt Hamilton Associates, Inc., Vernon Hills, Illinois, at a maximum cost of services described as $87,818.38 and appropriates $110,000 of Matching Tax funds for these services.

R E S O L U T I O N

 

WHEREAS, Fairfield Road, County Highway 49, is a designated route on the County highway system; and

 

WHEREAS, it would be beneficial for the safety and welfare of the motoring public if Fairfield Road, from Lake Villa Township Line South to Illinois Route 134, could be improved by resurfacing; and

 

WHEREAS, it is advisable that a consultant engineering firm be employed to provide Phase II design engineering services for said improvement; and

 

WHEREAS, Lake County, by and through its Division of Transportation, has selected a professional engineering services firm in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq.; and

 

WHEREAS, Gewalt Hamilton Associates, Inc., Vernon Hills, Illinois, are engineering consultants skilled in the provision of said Phase II design engineering services; and

 

WHEREAS, an appropriation of funds is required.

 

NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that Gewalt Hamilton Associates, Inc., Vernon Hills, Illinois, be employed to provide said Phase II design engineering services for the resurfacing of Fairfield Road, from Lake Villa Township Line South to Illinois Route 134, at a maximum cost of services described as $88,818.38, and that the County Board Chair, the County Clerk and the County Engineer of Lake County are authorized, and they are directed to execute on behalf of Lake County, an agreement and any subsequent amendments, a draft copy of said agreement attached hereto, for these design engineering services.

 

BE IT FURTHER RESOLVED that the County Engineer shall transmit, in writing, the final agreement, and any amendments, to be executed by the County Board Chair and the County Clerk. 

 

BE IT FURTHER RESOLVED that there is hereby appropriated $110,000 of Matching Tax funds for these engineering services, and designated as Section 17-00104-09-RS.

 

BE IT FURTHER RESOLVED that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further Board action providing the final contract cost chargeable under the funds appropriated does not exceed the appropriation.
