Staff Summary
• The Lake County/Fox Lake sewer agreement requires that we commission a study of the infrastructure and operations of the major elements of the Northwest Regional Water Reclamation Facility (NWRWRF) and the County’s Northwest Sewerage System to ensure the efficient and effective operation of the Regional System serving the Northwest Lake FPA.
• The County issued a Statement of Interest (SOI) and four firms submitted their credentials for review. The review and selection process for this project included the Northwest Sewer Advisory Technical Committee and was endorsed by the Northwest Sewer Advisory Policy Committee.
• Three firms were interviewed. Baxter and Woodman, Inc., Crystal Lake, Illinois, was selected as the most qualified firm based on utilization of the Local Government Professional Services Selection Act.
• The approved 2017 Public Works budget included funds for this study.
• This resolution authorizes the Purchasing Agent to execute an agreement with Baxter & Woodman, Inc., Crystal Lake, Illinois in the amount of $130,450 for engineering services associated with the Northwest Lake Facilities Planning Area Regional System Review Study.

R E S O L U T I O N
WHEREAS, the County of Lake (County) owns, operates and maintains a Northwest Sewerage System which, is comprised of sanitary sewer collection systems, pump stations, and an excess flow facility in the Northwest Lake Facility Planning Area; and
WHEREAS, the Village of Fox Lake (Village) owns, operates and maintains the Northwest Regional Water Reclamation Facility which, treats the wastewater collected and transported by the Northwest Sewerage System; and
WHEREAS, the Northwest Sewerage System and the Northwest Regional Water Reclamation Facility collectively comprise the Regional System serving the Northwest Lake Facilities Planning Area; and
WHEREAS, the County/Village Sewer Agreement requires that we commission a study of the infrastructure and operations of the major elements of the Northwest Regional Water Reclamation Facility and the Northwest Sewerage System to ensure the efficient and effective operation of the Regional System serving the Northwest Lake Facility Planning Area; and
WHEREAS, due to the specialized nature of this study, the County requires engineering related services from a firm qualified in this type of work; and
WHEREAS, Baxter & Woodman, Inc. is qualified to provide the specialized engineering related services for this project in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq.; and
WHEREAS, an Agreement has been negotiated with Baxter & Woodman, Inc. to provide the necessary engineering services; and
WHEREAS, execution of an Agreement for Engineering Services must be authorized by Resolution of this County Board.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is hereby authorized and directed to execute an Agreement for Engineering Services with Baxter & Woodman, Inc., Crystal Lake, Illinois, in the amount of $130,450 for engineering services associated with the Northwest Lake Facility Planning Area Regional System Review and charging the costs thereof to account number 610-4843899-65170-48230.
