Joint resolution accepting the Substance Abuse and Mental Health Services Administration (SAMHSA) grant and authorizing an emergency appropriation in the amount of $400,000 for fiscal year (FY) 2016.
Staff Summary
* The SAMHSA awarded $400,000 for the Libertyville Primary and Behavioral Health Care Integration grant which will be used to add supportive services to the Libertyville clinic for the period of September 30, 2016 through September 29, 2017.
* The Lake County Health Department and Community Health Center was awarded a grant from the Substance Abuse and Mental Health Services Administration (SAMHSA) in the amount of $400,000.
* The County applied for this grant to support and enhance the integration project it started in 2015 at the Libertyville Health Center.
* The initial budget period is from September 30, 2016 through September 29, 2017 and then each year there is an additional funding maximum of $400,000. The total of the four-year grant project is a maximum of $1,600,000.
* Funds will be used to demonstrate improve health outcomes among people with severe mental illness by adding supportive services to the integrated behavioral health and primary care health home at the Libertyville (Peterson Road) location.

RESOLUTION
WHEREAS, the Lake County Health Department and Community Health Center has received a grant increase delivered by our Behavioral Health and Primary Care Service Areas; and
WHEREAS, these dollars will provide a legitimate increase in services to Lake County with no impact on local taxes; and
WHEREAS, this grant amount totaling $400,000 has not been previously appropriated, having been awarded after adoption of the FY16 budget; and
WHEREAS, the proposed appropriation will be fully offset by the above referenced items thereby not requiring the expenditure of local tax revenue.
