Staff Summary
* 55 ILCS 5/4-11001 sets forth juror fees to be paid for necessary attendants of grand and petit jurors, commonly known as juror fees.
* Public Act 098-1132, effective June 1, 2015, increased the fees to be paid to jurors.
* The statutory authority under which the fees were increased has been deemed unconstitutional.
* 55 ILCS 5/4-11001 provides that the County Board may establish a juror fee higher than that provided in the statute.
* The statutory juror fee is minimal and it is to the benefit of Lake County residents, serving as jurors, to set a fee higher than the minimal that is required by Illinois statutes.
* This Ordinance establishes the fees, and other cost reimbursements, that will be paid to jurors in Lake County.
* Jurors will be paid $5 for days 1 and 2 of jury service, $7.50 for days 3, 4 and 5 of jury service, $10 for each day of jury service beyond day 5, plus $5 toward meal cost for each full day of jury service.
* In addition, Jurors will be paid for travel expenses to the Lake County Courthouse for each day of jury service based upon the juror's residential zip code in an amount not less than $4 and no more than $10.

ORDINANCE
WHEREAS, 55 ILCS 5/4-11001 sets forth juror fees to be paid for necessary attendants of grand and petit jurors; and
WHEREAS, pursuant to 55 ILCS 5/4-11001, in counties with a population between 25,000 and 1,000,000, jurors shall be paid a fee of $5 for each day of service or such higher amount as may be fixed by the County Board; and
WHEREAS, 55 ILCS 5/4-11001 also provides jurors shall be paid mileage of at least $.10 per mile for travel expenses.
NOW, THEREFORE, BE IT ORDAINED, by this County Board of Lake County, Illinois, that jurors shall be compensated as follows:
1. $5 for days 1 and 2 of attending jury service; and
2. $7.50 for days 3, 4 and 5 of attending jury service; and
