Joint resolution accepting the U.S. Department of Justice, Office of Justice Programs grant and authorizing an emergency appropriation in the amount of $250,000 for the implementation of the Lake County Crisis Intervention Team (CIT) Program.

Staff Summary
* In May 2016, in an effort to address mental health and substance abuse issues that affect law enforcement, the Sheriff's Office submitted a grant application to the U.S. Department of Justice, Office of Justice Programs to assist with costs associated with implementing a Crisis Intervention Training (CIT) Program.
* The goal of the grant is to coordinate training for 395 police officers and dispatchers within the three year grant period and to develop a response model for law enforcement throughout Lake County that will aid approximately 6,000 persons in crisis each year.
* The long-term goal is to provide CIT to all law enforcement, mental health professionals and those who have community contact with persons suffering from mental illness or substance abuse issues throughout Lake County.
* Emergency appropriation of grant funds in the amount of $250,000 must be approved and the Sheriff's Office FY17 Budget modified to include the $250,000.

RESOLUTION

WHEREAS, the Sheriff's Office is committed to addressing the mental health and substance abuse issues that affect law enforcement and exist in Lake County; and

WHEREAS, said commitment led to the Sheriff's Office applying for a U.S. Department of Justice, Office of Justice Programs for a Justice and Mental Health Collaboration: Planning and Implementation Grant; and

WHEREAS, the U.S. Department of Justice, Office of Justice Programs awarded the Sheriff's Office a grant in an amount of $250,000 towards the implementation of a Crisis Intervention Team Program; and
