Staff Summary
* SMC has entered into an intergovernmental agreement with the ESDD for site excavation, material haul off, wetland revegetation, and maintenance and monitoring for a phased Wetland Mitigation and Public Flood Control Project in the City of North Chicago.
* SMC will prepare engineering plans, complete bid and contractor selection, perform construction management, and conduct short-term maintenance and monitoring. ESDD will perform long-term maintenance and monitoring after wetland mitigation performance standards have been achieved.
* ESDD will reimburse SMC the cost to perform engineering, construction, and short-term maintenance and monitoring up to $260,095. No SMC or Lake County matching funds are required for this project phase.

RESOLUTION

WHEREAS, Lake County Stormwater Management Commission (SMC) acquired a parcel of land (known and hereafter referred to as the "Jaime parcel") in the City of North Chicago, which contains floodway, floodplain, and wetland, but which had been filled; and the SMC is desirous of re-creating and enhancing the stormwater benefits of and on the parcel, in multiple phases; and

WHEREAS, the East Skokie Drainage District (ESDD) and the SMC have entered into an Intergovernmental Agreement (enclosed as Exhibit 1) to construct wetlands and flood storage benefits within the Jaime parcel, of which the ESDD agrees to reimburse the SMC for project management services and contractual expenses for the engineering, construction, and short-term maintenance and monitoring;
