•                     The Vernon Hills NCT WRF is a major treatment plant that provides service to the Village of Vernon Hills and unincorporated portions of Southeast Central Lake County.

•                     Repair or replacement of major equipment is necessary including the rehabilitation of 3 sludge presses, aeration piping improvements, gas detection equipment replacement and other miscellaneous repairs and improvements. 

•                     An invitation to bid was extended to multiple contractors, eight bidders registered for the bid documents and responses were received from three contractors, ranging from $862,000 to $1,169,000.

•                     Award of this contract is recommended to the lowest responsive, responsible bidder, Joseph J Henderson Inc., in the amount of $862,000.

R E S O L U T I O N

WHEREAS, the Vernon Hills New Century Town (NCT) Water Reclamation Facility (WRF) is a major treatment plant that provides service to the Village of Vernon Hills and unincorporated portions of Southeast Central Lake County; and

WHEREAS, repair or replacement of major facility equipment is necessary including rehabilitation of 3 sludge presses, aeration piping improvements, gas detection equipment replacement along with other miscellaneous repairs and improvements; and

WHEREAS, in accordance with the Lake County Purchasing Ordinance, bids were called for by publication for the construction of the Vernon Hills NCT WRF Phase 1 - 2016 Improvements Project; and

WHEREAS, subsequent to said publication, invitations to bid were extended to multiple contractors; and

WHEREAS, three sealed bids were received and publicly opened in the office of the Public Works Department on Thursday, September 15, 2016, at 2:00 p.m.; and

WHEREAS, Joseph J. Henderson & Son, Inc. of Gurnee, Illinois, is the lowest responsive, responsible bidder in the amount of $862,000; two other bids were received ranging in amounts from $937,000 to $1,169,000.

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is hereby authorized and directed to execute a contract with Joseph J. Henderson & Son, Inc. of Gurnee, Illinois, in the amount of $862,000 for the construction of Vernon Hills NCT WRF Phase 1 - 2016 Project and charging the costs thereof to various accounts.
