Staff Summary
* The East Main Force Main is a 5,500-foot-long, 30-inch diameter, reinforced concrete pipe originally constructed in 1979.
* A televised inspection identified significant deterioration of the pipe at three locations and requires refurbishment and repair of necessary sections.
* This project will include the installation of three vaults to provide access to the interior of the pipe for spray lining of 1,400 lineal feet to accomplish the repairs and extend the service life of this force main.
* The County received bids from three contractors, ranging from $1,530,150 to $1,952,600, and award of this contract is recommended to the lowest responsive responsible bidder, Berger Excavating Contractors, Inc. in the amount of $1,530,150.
* Berger Excavating Contractors, Inc. has performed similar projects for the County and their performance has been excellent.

R E S O L U T I O N
WHEREAS, the County of Lake (County) owns, operates and maintains force main systems throughout the County, including the East Main Force Main in the Northwest Lake Facilities Planning area; and
WHEREAS, the East Main Force Main pipe system has been in continuous service since 1997 and a recent televised inspection has identified significant deterioration along three sections of the pipe; and
WHEREAS, a determination has been made that the interior of the pipe must be lined with a protective coating to repair these deteriorated sections and extend the service life of the system; and
WHEREAS, in accordance with the Lake County Purchasing Ordinance, bids were called for by publication for the East Main Force Main Improvements Project; and
WHEREAS, subsequent to said publication, invitations to bid were extended to 10 contractors; and
