• General Medical Devices dba AED Professionals, of Palatine, Illinois, was determined to be the lowest responsive and responsible bidder who best meets the needs of the County to replace all 270 AED’s in the estimated total amount of $167,262.30.
• General Medical Devices dba AED Professionals also provided a quote to buy back 274 AED’s from the County at a price of $150 each to help offset the cost, bringing the estimated total amount to $126,162.30.

RESOLUTION
WHEREAS, there is a need to enter into a contract to replace a total of 270 AED’s (Automated External Defibrillator) for the Courthouse, Sheriff Vehicles, and other public spaces. Current units are about to expire or need replacement parts to keep up with maintenance; and
WHEREAS, The Risk Division evaluated the current market and determined that the County could replace all of the AED’s with smaller, lighter and more weather resistant AED’s that will standardize the equipment with a single vendor to reduce ongoing maintenance costs; and
WHEREAS, The new units have batteries with 10 year guarantees and will not need replacement batteries during their life span, providing cost savings; and
WHEREAS, As all current units are being replaced, there will be no cost for any replacement pads for four-years, providing even further cost savings; and
WHEREAS, Using the same model throughout the County assists in continuity of training, reducing training time and allows for staff familiarity if and when they need to be used; and
WHEREAS, in accordance with Chapter 33.036 of the Lake County Purchasing Ordinance, a bid was called for by publication for AED’s (Automated External Defibrillator) for Lake County; and
WHEREAS, sealed bids were received from nine vendors at the Lake County Administrative Building, Waukegan, Illinois, on August 11, 2016; and
WHEREAS, based on the criteria set forth in the bid; the staff evaluated all bids submitted and determined that the bid submitted by General Medical Devices dba AED Professionals of Palatine, Illinois, in total amount of $167,262.30, is the lowest responsive and responsible bidder for Lake County; and
WHEREAS, General Medical Devices dba AED Professionals also provided a quote to buy back 274 AED’s from the County at a price of $150 each to help offset the cost bringing the estimated total amount to $126,162.30; and
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is authorized to enter into a contract with General Medical Devices dba AED Professionals, for AED’s (Automated External Defibrillator) in the estimated total amount of $126,162.30, charged to account numbers 101-102050-000-000-000-11030, 206-140010-62010 and 206-140010-72160.
