Staff Summary

                     Cedar Lake Road Realignment, from Nippersink Road to Hart Road; Phase I: Consultant Agreement and Appropriation.

                     A study is needed to determine the preferred realignment of Cedar Lake Road through downtown Round Lake.

                     A consultant will be utilized to undertake Phase I preliminary engineering services.

                     In accordance with the Local Government Professional Services Selection Act, the recommended firm is Crawford, Murphy & Tilly, Inc. of Aurora, Illinois, with a maximum cost of $766,445.83.

 

Body

R E S O L U T I O N

 

WHEREAS, Cedar Lake Road, County Highway 28, is a designated route on the County highway system; and

 

WHEREAS, Lake County believes it would be beneficial to the safety and welfare of the motoring public if Cedar Lake Road, from Nippersink to Hart Road, in the Village of Round Lake, could be improved by a realignment; and

 

WHEREAS, Phase I preliminary engineering services are required for the Cedar Lake Road realignment; and

 

WHEREAS, it is advisable that a consultant engineering firm be employed to provide said Phase I preliminary engineering services; and

 

WHEREAS, Lake County, by and through its Division of Transportation, has selected a professional engineering services firm in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq.; and  

 

WHEREAS, Crawford, Murphy & Tilly, Inc. of Aurora, Illinois, are consulting engineers skilled in the provision of said Phase I preliminary engineering services; and

 

WHEREAS, an appropriation of funds is required.

 

NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that Crawford, Murphy & Tilly, Inc. of Aurora, Illinois, be employed to provide said Phase I preliminary engineering services for the realignment of Cedar Lake Road, from Nippersink to Hart Road, in the Village of Round Lake at a maximum cost of $766,445.83, and that the County Board Chair, the County Clerk and the County Engineer of Lake County are authorized, and they are directed to execute on behalf of Lake County, an agreement, and any amendments, for consultant engineering services between Lake County and Crawford, Murphy & Tilly, Inc. of Aurora, Illinois, a draft copy of which is attached hereto.

 

BE IT FURTHER RESOLVED that the County Engineer shall transmit, in writing, the final agreement, and any amendments, to be executed by the County Board Chair and the County Clerk.  

 

BE IT FURTHER RESOLVED that there is hereby appropriated $920,000 of ¼% Sales Tax for Transportation funds for these engineering services, and designated as Section 02-00065-01-FP.

 

BE IT FURTHER RESOLVED that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further Board action, providing the final contract cost chargeable under the funds appropriated does not exceed the appropriations.
