R E S O L U T I O N
WHEREAS, Lake County will conduct a Countywide Paratransit Market Analysis Study to determine the transportation options for the mobility challenged and to prepare an implementation plan; and
WHEREAS, this County Board, at its meeting on June 14, 2016, authorized an agreement with Chicago Metropolitan Agency for Planning (CMAP), to reimburse Lake County 80 percent of the project cost utilizing Unified Work Program (UWP) federal funding; and
WHEREAS, the estimated project is $142,066, with a maximum reimbursement of $200,000; and
WHEREAS, this County Board, at its meeting of June 14, 2016, approved $250,000 of ¼% Sales Tax for Transportation funds for this study; and
WHEREAS, it is advisable that a consultant firm be employed to complete said Countywide Paratransit Market Analysis Study; and
WHEREAS, Lake County, by and through its Division of Transportation, has selected a professional services firm in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq.; and
WHEREAS, Nelson\Nygaard Consulting Associates, Inc. of Portland, Oregon, are consultants skilled in the provision of said professional consulting services.
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that Nelson\ Nygaard Consulting Associates, Inc. of Portland, Oregon, be employed to provide said professional consulting services for the Countywide Paratransit Market Analysis Study at a maximum cost of $142,066, and that the County Board Chair, the County Clerk and the County Engineer of Lake County are authorized, and they are directed to execute on behalf of Lake County, an agreement, and any amendments, for professional consulting services between Lake County and Nelson\Nygaard Consulting Associates, Inc. of Portland, Oregon, a draft copy of which is attached hereto.
BE IT FURTHER RESOLVED that the County Engineer shall transmit, in writing, the final agreement, and any amendments, to be executed by the County Board Chair and the County Clerk.
BE IT FURTHER RESOLVED that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further Board action, providing the final contract cost chargeable under the funds appropriated does not exceed the appropriations.
