• The scope of work will also include development of a Technical Reference Manual that will identify processes, technical requirements and standards for submittals required under the consolidated ordinance, as well as stakeholder outreach and public involvement throughout the ordinance revision and consolidation process.
• A consultant will be utilized to undertake this project.
• In accordance with the Local Government Professional Services Selection Act, the recommended firm is Alfred Benesch & Company, Inc., Chicago, Illinois, with a maximum cost of $84,758.53.
• This resolution appropriates $105,000 of ¼% Sales Tax for Transportation funds for this project.

R E S O L U T I O N
WHEREAS, Lake County, at its meeting of April 12, 1988, adopted an ordinance dealing with Highway Access Regulation, Lake County Code of Ordinance, Chapter 90, and has revised it from time-to-time; and
WHEREAS, Lake County, at its meeting of November 20, 1990, adopted an ordinance dealing with Utility and Facility Placement, Lake County Code of Ordinance, Chapter 91, and has revised it from time-to-time; and
WHEREAS, revisions to the “Lake County Highway Access Regulation Ordinance”, Chapter 90 of the Lake County, Illinois Code of Ordinances (Access Ordinance) and the “Lake County Highway Temporary Closure and Utility and Facility Placement Ordinance”, Chapter 91 of the Lake County, Illinois Code of Ordinances (Utility Ordinance) are needed; and
WHEREAS, the scope of work will also include development of a Technical Reference Manual that will identify processes, technical requirements and standards for submittals required under the consolidated ordinance, as well as stakeholder outreach and public involvement throughout the ordinance revision and consolidation process; and
WHEREAS, it is advisable that a consultant engineering firm be employed to provide professional services for said revisions and additional scope of work; and
WHEREAS, Lake County, by and through its Division of Transportation, has selected a professional engineering services firm in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq.; and
WHEREAS, Alfred Benesch & Company, Inc., Chicago, Illinois, are consulting engineers skilled in the provision of said ordinance revisions and additional scope of work; and
WHEREAS, an appropriation of funds is required.
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that Alfred Benesch & Company, Inc., Chicago, Illinois, be employed to review, expand, update, revise, and consolidate the “Lake County Highway Access Regulation Ordinance”, Chapter 90 of the Lake County, Illinois Code of Ordinances (Access Ordinance) and the “Lake County Highway Temporary Closure and Utility and Facility Placement Ordinance”, Chapter 91 of the Lake County, Illinois Code of Ordinances (Utility Ordinance) at a maximum cost of $84,758.53, and that the County Board Chair, the County Clerk and the County Engineer of Lake County are authorized, and they are directed to execute on behalf of Lake County, an agreement, and any amendments, for consultant engineering services between Lake County and Alfred Benesch & Company, Inc., Chicago, Illinois, a draft copy of which is attached hereto.
BE IT FURTHER RESOLVED that the County Engineer shall transmit, in writing, the final agreement, and any amendments, to be executed by the County Board Chair and the County Clerk.
BE IT FURTHER RESOLVED that there is hereby appropriated $105,000 of ¼% Sales Tax for Transportation funds for these design engineering services, and designated as Section 16-00999-24-ES.
BE IT FURTHER RESOLVED that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further Board action, providing the final contract cost chargeable under the funds appropriated does not exceed the appropriations.
