Staff Summary
* HUD requires the submission of an Annual Action Plan and associated amendments to govern expenditure of federal housing and community development funding for each year of grant funding.
* The Lake County HOME Investment Partnership (HOME) Consortium is comprised of Lake County and the Cities of Waukegan and North Chicago; all three jurisdictions receive Community Development Block Grant (CDBG) funding.
* The proposed Action Plan amendments reflect recommendations made by the Housing & Community Development Commission (HCDC) on September 14, 2016. The proposed changes are highlighted in yellow in the attached Action Plan.
* At the final HCDC action and Public Hearing held on November 9, 2016, the proposed amendments received no negative public comment.

RESOLUTION

WHEREAS, the U.S. Department of Housing and Urban Development (HUD) requires the submission of an Annual Action Plan and associated amendments to govern the expenditure of federal funding; and

WHEREAS, the Lake County Citizen Participation plan requires the execution and approval of an Action Plan Amendment for any new project or major change in scope of project; and

WHEREAS, the First Amendment to the 2016 Annual Action Plan includes the results of an additional funding application round for over $400 thousand in available Community Development Block Grant (CDBG) funds unspent from pre-2015 program years; and

WHEREAS, the Affordable Housing Advisory and Recommendation Committee (ARC) of the Housing & Community Development Commission (HCDC) selected seven eligible projects and recommended these additional 2016 projects for CDBG funding; and

WHEREAS, the Housing & Community Development Commission (HCDC), at its meeting on September 14, 2016, recommended approval of this amendment to the Annual Action Plan for 2016.
