R E S O L U T I O N
WHEREAS, the County of Lake (County) owns, operates and maintains water systems throughout the County including water systems in Vernon Hills, and Wildwood; and
WHEREAS, the Vernon Hills and Wildwood water systems receive Lake Michigan Water from the Central Lake County Joint Action Water Agency, with backup emergency well systems remaining in place; and
WHEREAS, it was determined that the operation of Vernon Hills Wells two and three and Wildwood Wells four and eight should be discontinued and the wells be properly abandoned since other wells in the system or interconnections with other municipalities are used for back-up emergency use; and
WHEREAS, in accordance with the Lake County Purchasing Ordinance, bids were called for by publication for the 2016 Water Well Closure and Abandonment Project: Vernon Hills wells two and three, and Wildwood Wells four and eight; and
WHEREAS, subsequent to said publication, invitations to bid were extended to more than 10 contractors; and
WHEREAS, four sealed bids were received and publicly opened in the office of the Lake County Public Works Department Administration Building on Tuesday, July 26, 2016, at 2:00 p.m.; and
WHEREAS, Layne Christensen Company, of Aurora, Illinois, is the lowest responsive, responsible bidder in the amount of $224,949; three other bids were received ranging in amounts from $256,710 to $379,618.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is hereby authorized and directed to execute a contract with Layne Christensen Company, of Aurora, Illinois, in the amount of $224,949 for the 2016 Water Well Closure and Abandonment Project and charging the costs thereof to various accounts.
