Staff Summary

•                     The existing Countryside Manor Water Tower, which is a 40,000 gallon elevated tank and part of the Countryside Manor/Terre Fair/North Libertyville Estates Water System, is over 50 years old and in need of replacement.

•                     The new water tower will be upgraded to 150,000 gallons and will be 35 feet higher than the existing tower. The added capacity and height will provide needed storage and enhanced water pressure for the water system.

•                     The County received requests for bid documents from 10 contractors and received responsive bids from three contractors, ranging from $1,286,000 to $1,648,588.

•                     Award of this contract is recommended to the lowest responsive and responsible bidder, Caldwell Tanks, Inc., in the amount of $1,286,000.

•                     This resolution authorizes and directs the County Purchasing Agent to execute a contract with Caldwell Tanks, Inc., Louisville, Kentucky, in the amount of $1,286,000 for the Countryside Manor Water Tower Replacement Project.

R E S O L U T I O N

WHEREAS, the County of Lake (County) owns, operates and maintains the Countryside Manor, Terre Fair and North Libertyville Estates water systems (Systems); and

WHEREAS, the Systems are served by the Countryside Manor water tower, which is an existing 40,000 gallon elevated tank, that is over 50 years old and is in need of replacement; and

WHEREAS, in accordance with the Lake County Purchasing Ordinance, bids were called for by publication for the Countryside Manor Water Tower Replacement Project; and

WHEREAS, subsequent to said publication, invitations to bid were extended to 10 contractors; and

WHEREAS, three sealed bids were received and publicly opened in the office of the Public Works Department on Monday, June 20, 2016, at 2:00 p.m.; and

WHEREAS, Caldwell Tanks, Inc., is the lowest responsive, responsible bidder in the amount of $1,286,000; two other bids were received ranging from $1,288,000 to $1,648,588.

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is hereby authorized and directed to execute a contract with Caldwell Tanks, Inc., Louisville, Kentucky, in the amount of $1,286,000 for the Countryside Manor Water Tower Replacement Project and charging the costs thereof to account numbers 610-4811104 and 610-4811198.
