Staff Summary
• The Village of Volo has requested temporary sanitary sewer service from the providers of sewer service in the North West Lake facility planning area (FPA) to transport and treat discharges from their South Water Treatment Plant.
• The Water Treatment Plant is designed to remove radium from the Village groundwater well and the temporary discharge of the Village’s backwash water into the sewer system.
• It is proposed that the discharge will terminate once Lake Michigan water becomes available to the Village of Volo.
• This resolution authorizes the execution of an intergovernmental agreement for sanitary sewer service by and among the County of Lake, the Lakes Region Sanitary District, the Village of Fox Lake and the Village of Volo.

R E S O L U T I O N
WHEREAS, the County of Lake (County) has established a Department of Public Works for the purpose of performing the function of sewage disposal and owns and operates interceptor sewers to transmit sewage to the Northwest Regional Water Reclamation Facility (hereinafter referred to as “NWRWRF”); and
WHEREAS, the Lakes Region Sanitary District (District) owns and operates a system of sanitary sewers for the collection of sewage from customers within certain territory over which it has jurisdiction; and
WHEREAS, the Village of Fox Lake (Fox Lake) owns and operates the NWRWRF, which provides wastewater treatment services for the communities of the northwest region of Lake County; and
WHEREAS, the Village of Volo (Volo) owns a water treatment facility known as the South Water Treatment Facility; and
WHEREAS, Volo desires to temporarily connect its South Water Treatment Facility to the District’s sanitary sewer system and have such discharge treated at the NWRWRF; and
WHEREAS, given the unique circumstances involving the South Water Treatment Facility, and given the benefits that will accrue as a result of such temporary connection and in the spirit of intergovernmental cooperation, the District, Fox Lake, and the County agree to such temporary connection and treatment; and
WHEREAS, the County, the District, Fox Lake and Volo desire to enter into this Agreement to allow this temporary connection, and transportation and treatment of the Volo discharge; and
WHEREAS, execution of this Agreement must be authorized by Resolution of this County Board.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Chair of the County Board and the Clerk of said County be and they are hereby authorized and directed to execute the attached Intergovernmental Agreement for Sanitary Sewer Service by and among the County of Lake, the Lakes Region Sanitary District, the Village of Fox Lake and the Village of Volo, in the form substantially herein.
