Joint resolution authorizing the renewal of the State’s Attorney’s Prosecutor Based Victim Services grant program, awarded by the Illinois Criminal Justice Information Authority (ICJIA), including $76,941 in federal funds.

 

Staff Summary

                     This grant renewal is for the Prosecutor Based Victim Services program, a Victim of Crime Act (VOCA) victim assistance grant administered through the Illinois Criminal Justice Information Authority (ICJIA) for the performance period of October 1, 2016, through September 30, 2017.

                     Funding for this grant began in 2010 with American Reinvestment and Recovery Act (ARRA) funding.

                     The ICJIA increased VOCA grant funded programs by 25 percent this year.

                     The focus of this grant is to provide advocacy services to the currently under served misdemeanor domestic violence, elder abuse and aggravated battery victim population.

                     The federal funds are allocated to 100 percent of the grant assigned Domestic Violence Victim Witness Coordinator’s salary and benefits, and additional program costs will be covered by match funds.

                     Sources of program funding include federal funds in the amount of $76,941 and matching funds in the amount of $19,235, which is provided from the State’s Attorney’s Money Laundering Forfeiture Fund for a grant program total of $96,176.

RESOLUTION

 

WHEREAS, the ICJIA has announced the continuation of the State’s Attorney’s Prosecutor Based Victim Services program, with a 12 month renewal that includes $76,941 in federal funds to provide advocacy services to victims of domestic violence, elder abuse and aggravated battery during the period October 1, 2016 through September 30, 2017; and

 

WHEREAS, the grant program will fund 100 percent of the salary and benefits for a full time Victim Witness Coordinator in the Domestic Division, and is comprised of $76,941 in federal funds, a required match of $19,235, for a program total of $96,176; and

 

WHEREAS, the grant renewal must be formally accepted by Lake County.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that Program Agreement #215936 with the ICJIA for the Lake County State’s Attorney’s Prosecutor Based Victim Services program in the amount of $96,176 for the period October 1, 2016 through September 30, 2017, is hereby accepted; and

 

BE IT FURTHER RESOLVED, that grant program expenses are already included in the State’s Attorney’s budget; and

 

BE IT FURTHER RESOLVED, that grant revenue in the amount of $76,941 from the ICJIA, will be deposited into account # 101-3330030-45334, matching funds of $19,235 from account 765-3350010 will be deposited into account # 101-3330030-45400; and

 

BE IT FURTHER RESOLVED, that the State’s Attorney shall serve as project director for the program, and accurate records of all necessary grant compliance requirements shall be kept by the State’s Attorney Office; and

 

BE IT FURTHER RESOLVED, that the Chairman of the Board, the Lake County State’s Attorney, and the Lake County Treasurer are hereby authorized to execute the necessary documentation in order to accept the grant renewal.
