Joint resolution authorizing the renewal of the State’s Attorney’s Prosecutor Based Victim Services grant program, awarded by the Illinois Criminal Justice Information Authority (ICJIA), including $76,409 in federal funds.

 

Staff Summary

                     This grant renewal is for the Prosecutor Based Victim Services program, a Victim of Crime Act (VOCA) victim assistance grant administered through the ICJIA for the performance period of October 1, 2016, through September 30, 2017.

                     Funding for this grant began in 1991 and has been renewed each year.

                     The ICJIA increased VOCA grant funded programs by 25 percent this year.

                     The focus of this grant is to provide advocacy services to the currently under-served sexual assault victim population.

                     The federal funds are allocated to 83 percent of the grant assigned Sexual Assault Victim Witness Coordinator’s salary and benefits.

                     Sources of program funding include federal funds in the amount of $76,409; matching funds of $19,102, consisting of $7,755 from the State’s Attorney’s Asset Forfeiture Fund and $11,347 in County contribution as budgeted in the State’s Attorney’s budget, for a grant program total of $95,511.

RESOLUTION

 

WHEREAS, the ICJIA has announced the continuation of the State’s Attorney’s Prosecutor Based Victim Services program, with a 12 month renewal that includes $76,409 in federal funds to provide advocacy services to victims of sexual assault during the period October 1, 2016 through September 30, 2017; and

 

WHEREAS, the grant program will fund 83 percent of the salary and benefits for a full time Sexual Assault Victim Witness Coordinator in the Specialized Victims Division, and is comprised of $76,409 in federal funds and a required match of $19,102 for a total of $95,511; and

 

WHEREAS, the grant renewal must be formally accepted by Lake County.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that Program Agreement #215277 with the ICJIA for the Lake County State’s Attorney’s Prosecutor Based Victim Services program in the amount of $95,511 for the period October 1, 2016 through September 30, 2017, is hereby accepted; and

 

BE IT FURTHER RESOLVED, that grant program expenses are already included in the State’s Attorney’s budget; and

 

BE IT FURTHER RESOLVED, that grant revenue in the amount of $76,409 from the ICJIA, will be deposited into account # 101-3311010-45334, matching funds of $7,755 from account 760-3318010 will be deposited into account # 101-3311010-49920, and matching funds of $11,347, budgeted in the approved State’s Attorney’s budget will be charged to grant management center 101-3311010; and

 

BE IT FURTHER RESOLVED, that the State’s Attorney shall serve as project director for the program, and accurate records of all necessary grant compliance requirements shall be kept by the State’s Attorney Office; and

 

BE IT FURTHER RESOLVED, that the Chairman of the Board, the Lake County State’s Attorney, and the Lake County Treasurer are hereby authorized to execute the necessary documentation in order to accept the grant renewal.
