Staff Summary
* The current contract for cafe and coffee kiosk services will expire on July 31, 2016.
* There is a need to enter into a contract for cafe and coffee kiosk services to provide food for visitors to the Lake County Waukegan campus.
* A Request for Proposal (RFP) was sent to 308 vendors and proposals were received from three vendors.
* An interdepartmental committee comprised of representatives from the Sheriff's Office, the 19th Judicial Circuit Court, Human Resources, and Finance and Administrative Services reviewed the proposals and interviewed the top two firms.
* Based on the criteria set forth in the RFP, the evaluation group selected Consolidated Management Co, Des Moines, Iowa, as the most favorable proposal for Lake County.
* Cafe and coffee kiosk commissions payable to the General Fund are estimated at $4,600 annually.

RESOLUTION
WHEREAS, in accordance with Section 5-102 of the Lake County Purchasing Ordinance, proposals were called for by publication for cafe and coffee kiosk services; and
WHEREAS, subsequent to said publication, request for proposals were extended to 308 vendors; and
WHEREAS, sealed proposals were received from three vendors and opened at the Lake County Administrative Building, Waukegan, Illinois, on May 5, 2016 at 2:00 p.m.; and
WHEREAS, based on the criteria set forth in the Request for Proposal, an Evaluation Committee, comprised of representatives from the Sheriff's Office, the 19th Judicial Circuit Court, Human Resources, and Finance and Administrative Services selected Consolidated Management Co., Des Moines, Iowa, to be in the best interest of Lake County.
