Staff Summary
* The current contract for commissary and vending services will expire on July 31, 2016.
* There is a need to enter into a contract for commissary and vending services.
* A request for proposal (RFP) was sent to 308 vendors and proposals were received from three vendors.
* An interdepartmental committee comprised of representatives from the Sheriff's Office, the Nineteenth Judicial Circuit Court, Human Resources, and Finance and Administrative Services reviewed the proposals and interviewed the top two firms.
* Based on the criteria set forth in the RFP, the evaluation group selected the current vendor, Trinity Services Group, as the most favorable proposal for Lake County.
* Commissary Commissions payable to the Inmate Welfare Fund are estimated at $305,000 annually.
* Vending Commissions payable to the General Fund are estimated at $39,000 annually.

RESOLUTION
WHEREAS, in accordance with Section 5-102 of the Lake County Purchasing Ordinance, proposals were called for by publication for Vending and Commissary Services; and
WHEREAS, subsequent to said publication, request for proposals were extended to 308 vendors; and
WHEREAS, sealed proposals were received from three vendors and opened at the Lake County Administrative Building, Waukegan, Illinois, on May 5, 2016 at 2:00 p.m.; and
WHEREAS, based on the criteria set forth in the Request for Proposals, an Evaluation Committee selected Trinity Services Group to be in the best interest of Lake County.
