                     Ride Lake County West Project: RTA Section 5310 Grant Application.

                     The RTA Section 5310 grant cycle is underway.

                     The RTA grant funds being requested are from the Federal Section 5310 grant program.

                     The Ride Lake County West Project (formerly known as the Northwest Demonstration Project) was created by the Lake County Coordinated Transportation Services Committee (LCCTSC) with support from the Townships of Antioch, Avon, Fremont, Grant, Lake Villa and Wauconda and is operated by Pace.

                     The Section 5310 grant application will continue coordination of expanded dial-a-ride services in the Townships of Antioch, Avon, Fremont, Grant, Lake Villa and Wauconda.

                     The County’s role will be grant coordinator on behalf of the LCCTSC.

                     The local match, to be supplied for the grant, is in accordance with the Lake County Division of Transportation Paratransit Coordination with LCCTSC Policy.

                     This resolution authorizes the County to apply for the grant, and if approved, it will be brought back to the Lake County Board for acceptance.

R E S O L U T I O N

 

WHEREAS, this Lake County Board, by prior resolution at its meeting of November 14, 2006, and March 15, 2011, adopted resolutions in support of the LCCTSC goal to develop a plan to provide borderless paratransit service in Lake County to meet the needs of those mobility challenged constituent populations in Lake County, which may include the poor, the elderly, those with medical needs and/or the disabled, who have been determined to be eligible by the RTA, or a service board of the RTA, utilizing in part existing and future local, state and/or federally funded non-traditional transit service programs; and

 

WHEREAS, this Lake County Board, by prior resolution at its meeting of June 10, 2008, endorsed the revised “Plan for Using the new Collar County Transportation Empowerment Funds”, the PLAN, as a planning document; and

 

WHEREAS, the PLAN, as a planning document, contains allocations of future revenue towards the long-term goal of coordinated Countywide paratransit service to meet the needs of said mobility challenged constituent populations; and

 

WHEREAS, Lake County, on behalf of the LCCTSC, applied for and received New Freedom grants in 2010 and 2012, a Job Access Reverse Commute (JARC) grant in 2012, and a Section 5310 grant in 2014 for the Ride Lake County West Project (formerly known as the Northwest Demonstration Project); and

 

WHEREAS, Lake County, on behalf of the LCCTSC, applied for and received a Section 5310 grant in 2014 for the Ride Lake County Central Project; and

 

WHEREAS, the FFY2015 RTA Section 5310 grant application cycle is underway; and

 

WHEREAS, the RTA has federal grant funding available for projects that enhance transit, including demonstration projects, to address emerging transportation needs; and

 

WHEREAS, the RTA is authorized to make such grants as the designated recipient of federal Section 5310 program funds for northeastern Illinois; and

 

WHEREAS, Lake County, on behalf of the LCCTSC, and in cooperation with Pace and the Townships of Antioch, Avon, Fremont, Grant, Lake Villa and Wauconda, proposes to be the grant applicant, with the local match supplied in accordance with the Lake County Division of Transportation Paratransit Coordination with LCCTSC Policy for said federal fiscal year (FFY) 2015 RTA Section 5310 Grant for the Ride Lake County West Project; and 

 

WHEREAS, the RTA required authorization language for approval of a grant application, and execution of a grant itself is contained in the Governing Board RTA Section 5310 Grant Program Resolution attached below.

 

NOW, THEREFORE BE IT RESOLVED BY this Lake County Board that the County Board Chair, the County Clerk and the Lake County Engineer are authorized and hereby directed to apply for a grant, on behalf of the LCCTSC, from the RTA under its Section 5310 Program for northeast Illinois for the Ride Lake County West Project.

 

BE IT FURTHER RESOLVED that if the said grant is approved by the RTA, it will be brought back to the Lake County Board for acceptance.
