                     SMC has entered into an agreement with the United States Environmental Protection Agency (USEPA) for a grant from the Great Lakes Restoration Initiative Program to stabilize and restore a 1,500 foot reach at Bull Creek in Beach Park, Illinois. 

                     SMC will administer the grant and will manage the contract and implementation of the bioengineering practices for the stream and bluff restoration.

                     SMC is cooperating with the Village of Beach Park and the Bull Creek Stakeholders Association on this project.

                     No local matching funds are required for this grant.

RESOLUTION

WHEREAS, Lake County Stormwater Management Commission (SMC) is undertaking  the restoration and stabilization of Bull Creek east of Sheridan Road in Beach Park, Illinois using bioengineering practices to improve water quality in the Lake Michigan watershed through the control of nonpoint source pollution from in-stream and bluff erosion and overland flow;

 

WHEREAS, SMC is cooperating with the Village of Beach Park and the Bull Creek Stakeholders Association to stabilize ravine bluff, streambed and streambanks, and to establish and enhance a native plant buffer long a 1,500 foot reach of Bull Creek that will reduce loadings of sediment, phosphorous and nitrogen thereby improving water quality and aquatic habitat; and

 

WHEREAS, SMC has approved and entered into agreement GL-00E01926-0 with the USEPA, which includes reimbursement for SMC project management services and contractual expenses for the installation of stream restoration bioengineering practices; and

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that an Emergency Appropriation in the amount of $421,618 in the SMC budget is hereby authorized in expense and revenue budget accounts as follows:

Revenue 212-4202192-45340                     $421,618 (Grant fund Reimbursement)
