A legal notice was published in The News Sun soliciting Requests for Proposals (RFP) for a Jail Diversion and Health Engagement Project (JDHEP) to be led by the Lake County Health Department and Community Health Center (LCHD/CHC), the Lake County Sheriff’s Office and Nicasa Behavioral Health Services. Two suppliers attended the Pre-Proposal Meeting on April 13, 2016. Sealed proposals were received from two suppliers and opened in the Materials Management office on April 27, 2016.  An evaluation committee reviewed and evaluated the proposals and determined the response from Community Oriented Correctional Health Services (COCHS) of Oakland, California to be the preferred submittal which best meets the needs of the LCHD/CHC. Based on COCHS response, the total price of the project will be $89,150.

Jail diversion and health engagement programs are coordinated efforts to address the mental health needs of the justice-involved population, particularly those with severe mental illnesses (SMI). They aim to connect these individuals to appropriate, continuous mental health and primary care treatment seeking to: 1) divert individuals with severe mental illness from custody, as appropriate; 2) reduce recidivism in the jail for individuals with severe mental illness; 3) improve mental health outcomes for the justice-involved SMI population in a targeted area.

Progress on the initiative will be reported to the Mental Health Committee, which is a standing committee of the Executive Justice Council of Lake County. The Mental Health Committee includes the following community groups: Arden Shore, Nicasa, the YWCA of Lake County, Live4Lali, Vista Health Systems, Mano a Mano and Lake County United. The Committee also includes members of the County Board, two Chiefs of Police, the Sheriff’s Office, County Probation, the State’s Attorney’s Office and the Public Defender’s Office. 

The idea for the Jail Diversion and Health Engagement Project began when Lake County representatives participated in a Sequential Intercept Mapping workshop sponsored by the Gain Center, the Substance Abuse and Mental Health Services Administration (SAMHSA), and the Nineteenth Judicial Court. The representatives identified three priorities for Lake County: 1) a central drop off crisis care center; 2) training on recognition of mental health concerns; and 3) a mobile crisis team. The planning and development work will begin once the Agreement is fully executed between LCHD/CHC and COCHS.

Suggested Motion

To approve the award and authorize the Executive Director or designee to execute the necessary negotiated documents for RFP #15286 for Jail Diversion and Health Engagement Project in the amount of $89,150. This project will be funded from the grant received from the Healthcare Foundation of Northern Lake County through account 210-40300100-74450.
