Approval of $44,200 in additional grant funding from the Illinois Department of Public Health

To the Illinois Breast and Cervical Cancer Program. 

                     

The Illinois Department of Public Health (IDPH) has provided the Lake County Health Department and Community Health Center (LCHD/CHC) Illinois Breast and Cervical Cancer Program (IBCCP) with $44,200 in additional funding for the 2015-2016 grant year.  This funding will be used to cover the clinical costs for uninsured women enrolled in the IBCCP program.  The original amount received for the 2015-2016 grant year was $372,510.  With this increase, the total award is increased to $416,710. 

 

Each grant year, the IBCCP program receives a set amount of clinical dollars which are to be used during the grant year to cover the cost of clinical services for enrolled women.  In the 2015-2016 grant year, LCHD/CHC originally received $199,859 in clinical funding.  Based on the high demand for services, this allotted money was expended by February 2016.  The additional $44,200 will help to ensure that women enrolled in the program are able to receive clinical services throughout the grant year.  Clinical funds are managed by the IBCCP staff.  Expenses are based upon agreed rates with area specialty providers who administer the clinical services (screening and diagnostic mammograms). 

 

The IBCCP program addresses LCHD/CHC’s strategic plan by specifically addressing the strategic priority area “Emphasis on Prevention:  Access to Prevention and Wellness.”  The program in particular provides access to preventative cancer screenings for women who are uninsured. 

 

Approval of $49,228 in additional grant funding from the Illinois Department of Public Health for

the Title X Family Planning Program. 

 

The Illinois Department of Public Health (IDPH) has provided the Lake County Health Department and Community Health Center (LCHD/CHC) Title X Family Planning Program with $49,228 in additional funding for the 2015-2016 grant year.  This funding will be used to cover the costs of family planning labs ($42,328) and for the purchase of Long-Acting Reversible Contraceptives ($6900) for patients served as part of the Title X program.  The original Title X award for 2015-2016 was $360,000.  With this increase, the total award moves to $409,228. 

 

The Title X Family Planning program provides patients with access to comprehensive family planning services including initial/annual exams, preconception health services, pregnancy testing, sexually transmitted infection testing and counseling, and contraceptive counseling and testing.  Services are delivered to both adults and adolescents.  Currently, family planning services are available at six of LCHD/CHC’s eight permanent sites including Belvidere, North Chicago, North Shore, Midlakes, Zion and the School Based Health Center.  The additional funds from IDPH will support Title X operations by allowing for the purchase of additional Long-Acting Reversible Contraceptives to be distributed to Title X clients and by increasing the grant-funded lab budget which provides sexually transmitted infection and other lab testing services to Title X clients. 

 

The Title X Family Planning program addresses LCHD/CHC’s strategic plan by specifically addressing the strategic priority area “Coordination of Care:  Access to a Medical Home and Behavioral Health; Coordinated Network of Health and Human Services.”  Title X services are indeed coordinated with medical services including connecting clients to primary and prenatal care as appropriate. 

 

Approval of $184,321.67 in grant funding from the Health Resources and Services Administration

Historically, the Health Resources and Services Administration (HRSA) has awarded the Lake County Health Department and Community Health Center (LCHD/CHC) Section 330 grant funds based on a grant year that started December 1 and ended November 30.  This aligned with the county fiscal year which, from an allocation perspective, made things easier as the full grant award could be appropriated as part of the county budget each year and the two numbers always matched.  In June of 2015, LCHD/CHC received notice that its Section 330 grant year was changing to a February 1st start date.  LCHD/CHC received $622,410 in supplemental funding to cover the two month gap (December 2015 and January 2016) and then received a new 12-month award, for $4,056,668, starting February 1, 2016.  This new 12 month award will fund activities in county fiscal year 2016 and county fiscal year 2017. 

LCHD/CHC conducted an analysis of the actual amount of grant dollars spent in the 2016 grant year which ended January 31, 2016.  Based on this analysis and the amount needed in the county fiscal year 2016 budget, LCHD/CHC identified a difference of $184,321.67.  LCHD/CHC requests that this amount of grant dollars be approved and appropriated for the fiscal year 2016 budget.  This will allow the agency to stay on track with spending the complete federal award.  Please note that these dollars do not represent new funding to LCHD/CHC.  They are just a re-alignment of Section 330 grant dollars received to allocate appropriate funds in the current county fiscal year.  These funds will be used to cover staffing costs for LCHD/CHC employees. 


LCHD/CHC anticipates that similar “re-alignments” may be necessary in future years given the new difference between grant period and fiscal year.  While estimates in total spending are made, the actual expended amounts often vary which would necessitate this kind of adjustment. 

Suggested Motion

To approve a total of 277,749.67 funding from the above sources to support the Illinois Breast and Cervical Cancer Program (IBCCP), the Title X Family Planning Program and to cover staff costs.
