Joint resolution approving 2013, 2014 & 2015 Housing and Urban Development (HUD) Action Plan Amendments.

Staff Summary
* HUD requires the submission of an Annual Action Plan and associated amendments to govern expenditure of federal housing and community development funding for each year of grant funding.
* The Lake County HOME Investment Partnership (HOME) Consortium is comprised of Lake County and the Cities of Waukegan and North Chicago; all three jurisdictions receive Community Development Block Grant (CDBG) funding.
* The proposed Action Plan amendments reflect recommendations made by the Housing & Community Development Commission (HCDC) at recent meetings on March 9, 2016 and April 13, 2016. At the final action and Public Hearing held on May 11, 2016, these amendments received favorable public comment.

RESOLUTION

WHEREAS, the U.S. Department of Housing and Urban Development (HUD) requires the submission of an Annual Action Plan and associated amendments to govern the expenditure of federal funding; and

WHEREAS, the Lake County Citizen Participation plan requires the execution and approval of an Action Plan Amendment for any new project or major change in scope of project; and

WHEREAS, 2013 and 2014 open projects were allocated additional CDBG and HOME funds to cover project delivery costs, especially to correct previous environmental reviews; and

WHEREAS, 2015 projects for NorthPointe Resources and Waukegan Township experienced changes in location; and

WHEREAS, the Housing & Community Development Commission (HCDC) at its meeting on May 11, 2016 recommended approval of these amendments to the Annual Action Plans for 2013, 2014 and 2015.

NOW THEREFORE BE IT RESOLVED, by the County Board of Lake County, Illinois, these 2013, 2014 and 2015 HUD Action Plan Amendments are hereby approved.
