Staff Summary

                     2016 Concrete Pavement Patching: Contract Award.

                     Each year, the Division of Transportation (DOT) undertakes patching of its concrete pavements to preserve surface quality, including repairing damaged manholes, catch basins, curbs and gutters.

                     This patching and repair is done on isolated sections of pavements that are not listed in the five-year program for resurfacings/rehabilitation/reconstruction, but have been otherwise identified as needing repair.

                     The added alternative bid process was utilized. This process is a combination of the base bid plus alternatives which allows DOT to evaluate responses, consider alternatives, optimize the amount of work that is completed, and maintain alignment with the project budget.

                     A total of three bids were received, ranging from $97,931 to $190,442.80.

                     Only the base bid was considered, with A Lamp Concrete Contractors, Inc., Schaumburg, Illinois, being the lowest responsible bidder with a base contract amount of $97,931.

R E S O L U T I O N

 

WHEREAS, pursuant to authority granted by this Lake County Board, the County Engineer heretofore called for sealed bids, by publication, for the concrete pavement patching, where necessary, on Rollins Road, from Fairfield Road to Cedar Lake Road, and at the intersection of Cedar Lake Road and Monaville Road, and designated as Section 16-00000-10-GM; and

 

WHEREAS, in addition to the base bid work described above, the added alternative bidding process was used for bidders to provide costs for including Alternative A and B work, with a total contract award limit of $100,000; and

 

WHEREAS, added Alternative A consists of concrete maintenance of County highways which includes sections of Rollins Road, from Cedar Lake Road to Orchard Lane; and

 

WHEREAS, added Alternative B consists of concrete maintenance of County highways which includes sections of Rollins Road, from Orchard Lane to Mallard Creek Drive; and

 

WHEREAS, pursuant to said publication calling for said bids, sealed bids were received and opened on April 12, 2016, at 10:00 a.m., at the Lake County Division of Transportation in Libertyville, Illinois, a tabulation of said bids being as follows:

Schroeder & Schroeder Inc.

Skokie, Illinois

$143,061 - base bid only

 

Alliance Contractors, Inc.

Woodstock, Illinois

$190,442.80 - base bid only

 

WHEREAS, the Public Works and Transportation Committee, the County Engineer, and the Purchasing Agent have examined each bid, and it appears that the lowest responsible bidder is, A Lamp Concrete Contractors Inc., Schaumburg, Illinois, their bid being $97,931 for the base bid only, based on estimated quantities and unit prices; and

 

WHEREAS, this Lake County Board, by prior resolution at its meeting of March 8, 2016, appropriated $120,000 of Motor Fuel Tax funds for concrete pavement patching.

 

NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that a contract be awarded to said A Lamp Concrete Contractors Inc., Schaumburg, Illinois, in accordance with their bid being $97,931 for the base bid only, based on estimated quantities and unit prices and that the Purchasing Agent, the County Clerk and the County Engineer of Lake County be authorized, and they are hereby directed, to enter into a contract with said low bidder for the concrete pavement patching, where necessary on various County highways, and designated as Section 16-00000-10-GM; and

 

BE IT FURTHER RESOLVED that in as much as such estimated quantities are the best approximation that can be determined at this time, these quantities may be added to, deducted from or modified from in the final determination of the contract cost in accordance with Chapter 605 of the Illinois Compiled Statutes, Act 5, Section 5-205.2 without further Board action provided the final cost chargeable under the funds appropriated does not exceed the appropriations.

 

BE IT FURTHER RESOLVED that this award be processed by the County Engineer for final approval of the Illinois Department of Transportation in accordance with the “Agreement of Understanding” between the Illinois Department of Transportation and Lake County dated January 18, 2013.
