Joint resolution approving the 2016 Housing & Community Development Annual Action Plan, authorizing all necessary correspondence for the distribution and implementation of the plan with the U.S. Department of Housing and Urban Development.
Staff Summary
• The U.S. Department of Housing and Urban Development (HUD) released official 2016 grant amounts of $2,389,109 for the Lake County Community Development Block Grant (CDBG), $1,119,694 for the Lake County Consortium HOME Investment Partnerships Program (HOME) and $217,190 for the Emergency Solutions Grants (ESG).
• When combined with the City of North Chicago’s CDBG entitlement which is administered by Lake County, the 2016 CDBG grant amount totals $2,610,862; the actual 2016 CDBG decreased two percent in the amount of $23,582 and HOME increased seven percent in the amount of $78,506 relative to 2015 grant levels.
• Specific 2016 activities have been reviewed and recommended by the Housing & Community Development Commission (HCDC) following a series of public hearings during the first quarter of 2016.
• Following approval of the attached 2016 Action Plan by the Lake County Board on April 12, 2016, both the Plan and the accompanying certifications must be submitted to HUD no later than April 15, 2016.

RESOLUTION
WHEREAS, HUD requires the submission of a Housing and Community Development Annual Action Plan every year; and
WHEREAS, on March 10, 2015, the Lake County Board approved the 2015 - 2019 Housing and Community Development Consolidated Plan describing the Needs, Goals, and Strategy Statements for the next five years of federal CDBG funding; HOME funding; and ESG funding; and
WHEREAS, the Lake County Housing & Community Development Commission and the City of Waukegan, IL have selected impactful housing, community revitalization and economic development projects for 2016 grants by HUD to the Lake County Consortium; and
WHEREAS, the Lake County Consortium held two Public Hearings on January 13, 2016, and February 10, 2016, concerning this 2016 Action Plan; and
WHEREAS, the Lake County Housing & Community Development Commission recommends approval by the Lake County Board of this 2016 Action Plan; and
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the 2016 Action Plan that governs the use of federally-funded CDBG, HOME and ESG program funds from May 1, 2016, through April 30, 2017, is hereby approved; and
NOW, THEREFORE BE IT FURTHER RESOLVED, that the Chairman of the Lake County Board or his designee is hereby authorized to execute the necessary correspondence to submit the 2016 Action Plan and its required certifications to the U.S. Department of Housing and Urban Development and to implement this plan with Lake County local government entities and non-profit organizations.
