Resolution supporting an amendment to SB 494 now Public Act 98-0126 which provides certain county boards with supplemental authority regarding the dissolution of units of local government and the consolidation of government functions, to include Lake County.

RESOLUTION
WHEREAS, Public Act 98-0126 has provided DuPage County supplemental authority to dissolve units of local government and consolidate government functions; and
WHEREAS, the Illinois General Assembly finds that Illinois has more units of local government than any other state; and
WHEREAS, the large number of units of local government results in the inefficient delivery of governmental services at a higher cost to taxpayers; and
WHEREAS, Lake County has taken a leadership role and has been at the forefront of government consolidation efforts following the passage of Senate Bill 96, effective June 2015, through the convening of the 911 Emergency Dispatch Task Force to continue discussions regarding regional consolidation of 911 emergency dispatch centers; and
WHEREAS, Lake County's 2016 Legislative Program includes an initiative to sponsor an amendment that would allow for the dissolution of the Round Lake Sanitary District and the transfer of its assets to the County; and
WHEREAS, the first tenet of Lake County's legislative program is to support legislation granting permissive authorities for counties; and
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Lake County Board supports an amendment to Senate Bill 494, now Public Act 98-0126, which provides certain county boards with supplemental authority regarding the dissolution of units of local government and the consolidation of government functions, to include Lake County.
